This is a regular fully-funded position with benefits that is tied to a project scheduled to run through 12/31/2024.
Serving the Office of University Budget in the division of Administration and Finance, this position performs key functions in the operational management of the University’s internal and external budgets, including the development of financial analysis and reports to support the budget development processes.
Coordinates and participates in the development and monitoring of the business and finance activities for Central University departments. Develops financial reports for forecasting and result analysis to improve the operational and financial effectiveness from a total university operating budget perspective. Assists in financial planning and costs analysis development as needed. Provides budget support to specific divisions and departments in financial decision-making, budget development and management. Determines compliance with University and University System of Maryland (USM) policies and procedures related to business, fiscal, and operational accountability.

Key Functions/Responsibilities/Tasks:
Assists with the development and monitoring of the operating budgets of the assigned business partners. Develops and assists in the development and maintenance of user manuals and report narratives to support end-user training. Reviews budget errors and budget deficits in the PeopleSoft Financial system. Follows defined process to notify and request division budget administrators clear errors and deficits. Escalates unresolved issues.
Manage the weekly payroll encumbrance process to ensure accuracy in posting the bi-weekly payroll encumbrance for the regular and contractual payrolls and investigate any abnormalities.
Using the appropriate information technology, extracts information necessary to generate accurate reports pertaining to the assigned administrative units to assist decision making and planning, and provide data to be compiled for external entities that periodically request institutional-related financial data.
Develops relationship with assigned business partners to encourage monthly year to date financial review and projections to add value to the total University projection. Develops the administrative units’ monthly, year-to-date and annual financial projections, and variance reports for the current fiscal year; and communicates results to Business/Finance managers and department/division leaders.
Assists in the annual budget submission to the University System of Maryland and other external entities as it pertains to the administrative area.
Reviews and responds to internal requests for University budget information. Develops and assists in the development of updating budget policies and procedures. Keeps management informed of work progress and improvements. Processes all University requests for tuition waiver submissions.
Required Education:
Baccalaureate degree in Accounting, Business Administration or other related financial fields.
Preferred Education:
MBA or master’s degree in finance, accounting or information systems or related area.
Required Experience:
Some related experience in a financial or accounting position.
Preferred Experience:
Three years of progressive budget analysis experience in a financial or accounting position. Demonstrated experience with an ERP/integrated technology. Familiarity with Responsibility Center Management (RCM).
Required Knowledge, Skills and Abilities:
Knowledge of best practices in financial planning and budgeting and generally accepted accounting principles, in a public sector or higher education setting. The ability to create routine and ad-hoc reports ensuring the data submitted is clear and concise. The ability to manipulate the available data to perform complex financial analysis and to provide timely and accurate reports for use by senior leadership in addressing operational issues. Proven applicable experience working in and extracting data from an Enterprise Resources Planning (ERP) system, business analytics or other relevant systems applications and business software (MS Office) for analysis. Effective management and analytical skills, including the ability to problem solve and make sound recommendations and decisions. Provide training to colleagues and end users on appropriate system related activities. Ability to work collaboratively and to influence others within and outside of reporting lines to achieve common goals, objectives and deadlines. Ability to establish goals, priorities and timelines for self and business partners. Self-directed individual with strong organizational skills and attention to detail. The ability to perform professionally, employing inherent customer service strategies and leading by example. The ability to present, review and discuss (orally and in writing) financial issues to non-financial constituents. Strong verbal and written communication skills.
