Reporting to the Chief Human Resources Officer the Manager of Training and Development will be responsible for the development, marketing, assessment, and enhancement of training and professional development programs for all University employees. Develops, updates and conducts training and organizational development activities in areas such as regulatory compliance, leadership development, policies and procedures, supervisory skills, and professional development for staff and faculty. Provide consultative organizational development services, to include change management and team-building. Position is eligible for teleworking on a regular basis, with on-campus work for training delivery, committee meetings, and other development activities.

Key Functions/Responsibilities/Tasks:
Designs, implements, maintains and markets comprehensive training program. Conducts needs assessment and designs training to meet those needs. Creates and maintains master schedule of training courses, in consideration of appropriate timing and sequencing of courses. Develops curriculum for employee segments, such as leadership development, supervisory training, and new hire onboarding.
Develops evaluation methods to determine impact and improve quality of training. Provides required external mandatory attendance reporting. Prepares reports and statistical summaries on the utilization of training programs at UBalt.
Delivers training. Partners with campus subject matter experts to deliver training, contracts and coordinates with outside vendors as needed. Oversees training budget, maximizing the use of limited resources. Coordinates logistics for virtual and on-campus training sessions.
Serves as administrator for Percipio Learning Management System.
Manages Workday Learning module (current project with go-live July 2023).
Serves on the University Diversity and Culture committee, identifying development opportunities in support of DEI initiatives.
Supports and identifies opportunities for employee engagement.
Performs organizational assessment, diagnosis, consulting/coaching, and provides action plans to address specific issues to meet departmental and divisional needs and organizational strategic efforts.
Participates on USM Training and Development committee, facilitating system-wide professional development programming.
Collaborates with peers within the Office of Human Resources to support OHR and University initiatives.
Required Education:
Bachelor’s degree in Human Resources, Organizational Development, Business, Psychology or related field.
Preferred Education:
Master’s degree in related field.
Required Experience:
Five years of progressively responsible experience in training and organizational development.
Preferred Experience:
Experience in an academic environment.
Required Knowledge, Skills and Abilities:
Knowledge of best practices in organizational development and training. Ability to establish goals, structures and processes necessary to create and implement training and professional development programs for all levels of the organization. Leadership, coaching and teambuilding skills to strengthen and cultivate relationships. Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to network and interact, as well as support effective partnerships with key groups and individuals. Skill in optimizing information management to meet department and campus reporting requirements. Ability to prioritize ongoing and new projects, as well as conduct research and gather information. Excellent verbal, written, presentation, and consultative skills.
