Security Clearance/Background: Due to the nature of work, will be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.
This position serves as the CCTV Sr. Technical Writer for the Regional and Statewide Closed-Circuit Television (CCTV) Video Sharing system within the Maryland Coordination and Analysis Center (MCAC). This position is responsible for supporting and partnering with the Senior Program Manager and Deputy Program Manager for the coordination and management of a multi-state interoperable CCTV system. This position is responsible for applying advanced Excel knowledge and application to track program inventory, ensure the program’s financial robustness and efficiency, and forecast expenditures for appropriate use of resources and funds to ensure program’s success in perpetuity. This position ensures clear verbal and written communication between stakeholders and program technical resources, requirements are gathered and accurately represented, and ensures technical knowledge is distilled for both technical and non-technical stakeholders. Position is contingent upon funding.

Key Responsibilities:
This position requires an understanding of CCTV cameras, networking, and Knowi reporting tools to develop, edit, maintain standards and processes, and manage a wide range of documentation to support operations, grant reporting and accountability, and stakeholder reporting and documentation. Responsible for leading the preparation, review, revision, and maintenance of technical documents including software and systems engineering, system operations, testing, and user documentation. Ensures clear verbal and written communication between stakeholders and program technical resources, requirements are gathered and accurately represented, and ensures technical knowledge is distilled for both technical and non-technical stakeholders.
Applying advanced Excel knowledge and application to track program inventory, ensure the program’s financial robustness, ensuring efficiency, and forecast expenditures for appropriate use of resources and funds to ensure program’s success in perpetuity.
Supports the Senior Program Manager and Deputy Program Manager in interfacing with partners from government, law enforcement, fire, EMS, and private security to ensure all aspects of integration with the regional CCTV program are clearly communicated and documented.
Collaborates on Special Projects and performs duties as required and/or requested by the Command Staff.
Required and Preferred Qualifications
Education: Bachelor's degree required.
Experience: Five years professional experience; project management experience; working in and supporting a team environment; an advanced knowledge of Excel with experience in Power BI, and working knowledge of report writing tools; understanding of CCTV cameras and networking required. Seven 7 years of technical writing experience with knowledge of compliance practices, development and support of documentation standards; excellent communication skills in working with stakeholders to contractors to service level technicians; a working knowledge of networks and CCTV technology desired.
** Occasional travel required; Provide support to other program staff members on-call, as needed.

o Self-starter, proactive work ethic;
o Ability to work and communicate clearly with stakeholders, team members, contractors, operators and operational service technicians, etc.;
o Advanced knowledge of Excel, Power BI, and working knowledge of reporting tools including Knowi;
o Comfortable speaking in front of groups including executives and stakeholders;
o Working knowledge of other MS Office products such as Word, PowerPoint, Visio;
o Knowledge of Microsoft Project is desired but not required;
o Ability to work extended hours as necessary;
o Directing and overseeing multiple projects working with a team of managers, business analysts, network architects, and engineers
