This position serves as the CCTV Stakeholder Relationship Manager for the Regional and Statewide Closed-Circuit Television (CCTV) Video Sharing system within the Maryland Coordination and Analysis Center (MCAC). This position is responsible for supporting and partnering with the Senior Program Manager and Deputy Program Manager for the coordination and management of a multi-state interoperable CCTV system. This position networks with federal, state, and local public safety stakeholders to increase awareness and utility of CCTV interoperable program, designs and architects complex technical solutions for integrating CCTV assets from stakeholders, and develops scope and defines level of effort, resource plan, and scope of work documentation. Position is contingent upon funding.

Key Responsibilities:
CCTV video sharing program outreach, implementation, and sustainability. Manage the engineering and implementation of infrastructures, assets, and services.
Networks with federal, state, and local public safety stakeholders to increase awareness and utility of CCTV interoperable program, designs and architects complex technical solutions for integrating CCTV assets from stakeholders, and develops scope and defines level of effort, resource plan, and scope of work documentation.
Works closely with the Program Managers to manage engagement with stakeholders across the program, develop and deliver stakeholder engagement documentation, prepare and respond to communication with stakeholders, manages stakeholder engagement, and provides briefings and support to technical teams for meetings with stakeholders.
Participates in and supports local and regional public safety training exercises and other events, administers, manages, and develops/enhances the CCTV video sharing system for current and future local/federal/state partners for video sharing, and collaborates directly with the CCTV Operations Program Manager and the vendor’s operational support technicians in the troubleshooting of any network, video, and Linux open tickets/issues.
Responds to requests for CCTV system access verifying user credentials and information per the program’s CCTV ConOps agreement and providing appropriate access according to area of responsibility.
Supports the Senior Program Manager and Deputy Program Manager in interfacing with partners from government, law enforcement, fire, EMS, and private security.
Collaborates on Special Projects and performs duties as required and/or requested by the Command Staff.
Required and Preferred Qualifications
Education: Bachelor's degree required.
Experience: Five years professional experience of CCTV and network technology required with strong stakeholder and customer interfacing skills; working in and supporting a team environment required. Managerial experience desired including coaching and developing subordinates; Experience building and maintaining relationships with key stakeholders at the municipal, state, and federal government levels in the area of law enforcement and emergency management preferred; Strong leadership skills and proven record of team development and; operating system certification, such as Linux or Windows preferred; training specific to CCTV in the following areas: systems, video networks, system configurations, systems administration preferred.
** Travel required; On-call periodically on weekends and evenings for notice or no-notice 1st responder events the program supports; Provide support to other program staff members on-call, as needed.
Required Knowledge, Skills and Abilities
o Excellent stakeholder and customer facing skills;
o Comfortable speaking in front of groups including executives and stakeholders;
o Self-starter, proactive work ethic;
o Working knowledge of MS Office suite at a minimum, i.e. Word, Excel, PowerPoint;
o Knowledge of Microsoft Visio is desired;
o Ability to work extended hours as necessary;
o Experience in directing and overseeing multiple projects and working with a team of business analysts, network architects, and engineers;
o Ability to support and participate in tests/trials and document the results via white papers, where appropriate, for new and/or enhanced CCTV and video sharing technological capabilities as they become available;
o Experience as a Product Owner is desirable;
o Possess managerial skills related to contractor oversight and directions;
o Skilled in overseeing projects focused on creating and implementing solutions to share CCTV for public safety personnel; capable in directing and overseeing the maintenance and support of those existing CCTV related feeds and systems in an operational environment including the interaction and direction of contractor provided Service Desk personnel and technicians;
o General understanding, with some implementation experience, related to software development methodologies such as agile, lean, and scrum.
