The Intelligence Analyst – Emergency Services (ES), Public Health (PH), and Weapons of Mass Destruction (WMD) directly supports the Maryland Coordination and Analysis Center (MCAC) Anti-Terrorism Division’s support to the intelligence needs of fire/EMS, emergency management, public health/healthcare, emergency communications, and hazardous materials response entities in the State of Maryland. The analyst conducts research into current and emerging threats to the safety and operations of ES, PH, and WMD customers. The analyst provides predictive analysis based on local, regional, national, and/or international intelligence reporting. The position is responsible for developing collaborative information sharing relationships with ES, PH, and WMD agencies in the State of Maryland and with appropriate regional and national organizations. The analyst will also work to identify and categorize the intelligence and information needs of ES, PH, and WMD customers. The analyst will provide verbal briefings to public safety customers in Maryland and the National Capital Region, including executive leadership of ES, PH, and WMD agencies. This position will also serve as an intelligence liaison to emergency operations centers and other command posts during special events and/or critical incidents. The analyst will serve as a liaison facilitating information sharing between law enforcement/counterterrorism authorities and ES, PH, and WMD customers on matters of homeland security, terrorism, and criminal activity. The analyst assists the Critical Infrastructure Protection Branch in cataloging, assessing, prioritizing and reporting on the Emergency Services Sector related Critical Infrastructure and Key Resources (CI/KR) and specifically identifies vulnerabilities, threats, consequences, and overall risk originating from natural or manmade threats, both intentional and unintentional.

Key Responsibilities:
• Research and analysis of threat information with the potential to impact the operations and safety of fire/EMS, emergency management, and public health/healthcare personnel.
• Research, compile, organize, and analyze intelligence and information and produce assessments, bulletins, maps, charts and specialized reports to assist law enforcement, homeland security, government, and private sector customers securing and protecting constituents, customers, facilities, and structures.
• Evaluate information and intelligence products from local, regional, national, and international entities for dissemination to public safety and health officials.
• Prepare graphs, charts, and other illustrative products for visual presentation of data to customers.
• Identify and research intelligence needs/trends/patterns related to the Emergency Services (ES) and Public Health (PH) customers.
• Develop and maintain information sharing relationships with ES and PH customers as related to assisting in securing and protecting constituents, customers, facilities and structures.
• Partner with other state, local and federal government agency to develop outreach, liaison, and training programs.
• Develop briefing and outreach materials supporting the mutual sharing of information and intelligence related to the Emergency Services and Public Health customers, to include Suspicious Activity Reporting (SAR).
• Attend meetings of ES and PH organizations to ensure that the groups are informed on current/emerging threats and to encourage sharing of suspicious activity with the MCAC.
• Develop relationships with Subject Matter Experts in the various ES and Public Health communities to support MCAC analysis.
• Collaborate with other fusion centers to ensure the sharing of information relevant to the needs of the ES and PH communities in Maryland.
• Receive requests for information (RFI) and ensure that they are shared with the correct department and completed.
• Continuing Education, Training and Conferences: Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures. Remain current with all necessary intelligence analysis systems and procedures.
• Other duties as assigned: Staff appropriate command posts and emergency operations centers during special events and critical incidents to provide a liaison between the MCAC and other agencies. Support the MCAC in specialized research that may be found in the ES and PH communities.
Education: Baccalaureate degree or higher in sociology, psychology, emergency management, public health, fire science, intelligence, homeland security, criminal justice, law enforcement, business/public administration or a closely related field required. Master's degree or higher in sociology, psychology, emergency management, public health, fire science, intelligence, homeland security, criminal justice, law enforcement, business/public administration or a closely related field preferred.
Experience: Four years of experience in the analysis of threats and hazards impacting public safety/health or four years of experience in emergency services, public health, investigations, and/or law enforcement required. Five years of experience in the analysis of threats and hazards impacting public safety/health preferred.
Required Knowledge, Skills and Abilities:
• Knowledge of research and data analysis methods and techniques.
• Knowledge of fire/EMS, emergency management, public health/healthcare, or hazardous materials response
• Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions.
• Experience working with Microsoft Office products (Outlook, Word, Excel, Access, PowerPoint).
• Ability to communicate effectively orally and in writing to a wide range and number of audiences.
• Experience working with federal, state and local law enforcement databases.
• Ability to work extended hours as necessary to support special events and critical incidents.
• Knowledge of the Intelligence Cycle and criminal investigations.
• Knowledge in the collection, analyzing, and dissemination of criminal intelligence information.
• Ability to use a wide variety of databases to identify trends or patterns.
• Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations.
• Ability to understand and follow directives, instructions, and standard operating procedures.
