Serving in the University Budget and Financial Analysis Office, within the Financial Planning and Operation unit, the Manager - Finance leads operational modeling and forecasting to support the budget development and operations and all associated analysts/reports and provides operational leadership to the financial and capital budget analysts (3 positions). The position is an expert on the institution’s strategic and operational financial review model (FRM) which supports goal setting and performance tracking. Responsible for data integrity, developing and maintaining standard operating reports from the model, and producing ad hoc analysis and narratives to interpret the results. The manager has supervisory responsibilities for the capital budget analyst and two budget analysts, which involves coaching, managing work load, and reviewing assigned work.

Key Functions/Responsibilities/Tasks:
Financial Management and Analysis
Prepares ongoing financial projections by analyzing operating expenses vs. approved budget. Investigates variances and resolves issues. Applies financial tools and creates quantitative models to analyze financial data and report the findings in executive summary format. Conducts extensive, multi-variant financial data analysis, querying large volumes of data in support of various programs. Participates in year-end closing processes. Takes an active part in the ERP implementation and serves as the financial subject matter expert.
Budget Development and Oversight
Plays significant role in the Budget Call process, compiles, reviews and submits the annual internal and external budget to University Budget Director for review. Makes recommendations and collaborates on complex budgetary issues. Reviews and responds to internal and external requests for university budget information. Performs a wide variety of technical budget analysis functions required to allocate and manage the base budget ledger.
Modeling and Forecasting
Prepares ongoing financial projections by analyzing operating expenses vs. approved budget. Responsible for the Tuition and Fees Revenue Model and for the weekly Tuition Revenue analysis. Conducts extensive financial data compilation, querying and drilling on large volumes of data in support of various programs. Creates reliable financial forecasts on regular intervals to senior management and assists junior members of the team with their review, projection and analysis.
Fiscal Policy and Change Management
Recommends policies and procedures that comply with and enhance those of the University. Creates business processes as needed and document existing processes. On regular intervals review, updates and maintains these documents.
Management and Supervisory Responsibilities
Supervises and responsible for developing, training, review of work and evaluation of the capital budget analyst and two budget analysts. Supervises staff in the absence of the Director. Participates in budget training for the campus that encompasses budget analysis, forecasting and reporting. Assists in developing training material.
Required Education:
Baccalaureate degree in Accounting, Finance or a related field.
Preferred Education:
MBA or Master’s degree in finance, accounting or information systems or equivalent.
Required Experience:
Five years of progressively professional financial analysis experience in a financial and business setting, preferably within a college/university or comparable organization. Demonstrated ability to apply financial/quantitative tools in the analysis of data. Proven familiarly working with an ERP/integrated technology, including data extraction.
Preferred Experience:
Experience working with Workday or PeopleSoft Finance, Student Finance or Human Capital Management modules. Experience with Responsibility Centered Management (RCM) budgeting in a public higher education environment is a plus.
Required Knowledge, Skills and Abilities:
The successful candidate will have advanced understanding, experience, skills, and qualities listed below:
Extensive knowledge of best practices in financial planning, budgeting and generally accepted accounting principles in a public sector or higher education setting.
Demonstrated business knowledge and understanding of higher education financial operations and related challenges.
Understanding of risk management and mitigation.
Experience building complex, multi-variant financial models.
Knowledge of existing university and USM/BOR policies and procedures and ability to make recommendations that enhance its business/financial practices.
The ability to develop complex reports for forecasting and results analysis.
Expert-level knowledge of an ERP and the ability to create queries and extract data for reporting purposes. Knowledge of Access, and Excel.
The ability to discuss and present financial data to non-financial stakeholders and explain the impact of different options.
Work collaboratively with financial managers in other units to resolve issues and implement new processes.
Create training modules and conduct training sessions for staff and employees.
Developing and providing training to colleagues and end users on appropriate system related activities.
Strong verbal and written communication skills, detail oriented, self-motivated, and professional.
Coaching and teambuilding skills to strengthen relationships with UBO team, peers within Financial Operations, institutional business and finance managers, and USM colleagues.
