The Program Manager – License Plate Recognition (LPR) oversees and manages the MCAC Statewide LPR Program, infrastructure, and personnel while formulating and executing the LPR Program vision, goals, and objectives. Manage the LPR assets of the MCAC and maintain fiscal oversight of LPR budget items. Identify, pursue, and manage grant resources and allocations related to the LPR program. This position oversees, develops, supports, and conducts statewide liaison, outreach, and training activities as they relate specifically to Maryland's use, expansion, and maintenance of the LPR systems. This responsibility includes facilitating core infrastructure operability, training, and user management. Supervise and direct personnel assigned to LPR Section, liaison and coordination with other internal MCAC entities and the local, state, and federal stakeholders.
**Due to the nature of this work, you must possess the ability to pass a Law Enforcement Criminal Background Check including a drug screening test and obtain a government issued Secret Level Security Clearance.
****The position may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
Key Responsibilities:
Program management
Responsible for overseeing and managing the daily operations of the MCAC Statewide LPR System and formulating and executing the LPR Program vision, goals, and objectives. This responsibility includes facilitating core infrastructure operability, training, and user management. Supervise and direct personnel assigned to LPR Section, liaison and coordination with other branches, divisions, and entities across the Maryland Coordination and Analysis Center (MCAC).
Build, guide, and promote consensus among the local, state, and federal law enforcement partners to maintain and expand the MCAC Statewide LPR System's capabilities. Assists in developing strategies that impact statewide and hotspot enforcement actions, including creating a statewide strategy for deployment and using all statewide resources for priority incidents or activities.
Reporting
Complete monthly LPR statistical reports and the annual legislative audit as required by MD Public Safety § 3-509.
Budget management
Manage the LPR assets of the MCAC and maintain fiscal oversight of LPR budget items. Identify, pursue, and manage grant resources and allocations related to the LPR program.
Policy development and management
Lead and guide the development, implementation, and maintenance of the LPR program's policies, procedures, and standards according to the applicable statutory and constitutional requirements.

Manage and develop user relationships
Represent the MCAC as a liaison with local, state, and federal officials and the Governor's office for matters relating to the LPR Program. Work with the Metropolitan Washington Council of Governments and other NCR-focused groups and stakeholders on LPR.
LPR advising and information
Serve as the MCAC subject matter expert and custodian of LPR records, including training management, providing courtroom testimony, and completing LPR-related Freedom of Information Requests.
Required Education and Experience
Education: Bachelor’s degree
The following additional experience can be substituted for degree:
- 4 years of experience in providing to training to law enforcement or general public safety partners as it related to License Plate Recognition system use or management, and/or
- 4 years of experience in managing policy and procedures related to the use of the LPR system for MCAC or Maryland State Police, and/or
- 4 years of experience conducting audits of LPR systems, and/or
- 4 years of Law enforcement analysis or investigative experience.
Experience:
Five years criminal, terrorism or critical infrastructure analysis, investigative or law enforcement experience.
Preferred Education and Experience
Education: Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field.
Experience:
Five or more years’ experience in conducting outreach, liaison, training, analysis and reporting that supports use of law enforcement technology, protection of critical infrastructure, analytical support of investigations, including two years’ experience in managing intelligence programs and supervising intelligence personnel. Five or more years of progressive experience overseeing or working with an LPR or similar systems.
Required Knowledge, Skills and Abilities
Ability to understand, follow and implement directives, instructions, and standard operating procedures, including monthly and legislative-directed reporting. Part of this role includes completing and submitting an Annual Report required by the Maryland Public Safety Article § 3-509, Use of Capture License Plate Data.
An understanding of data processing and networking fundamentals to effectively administer the LPR systems in collaboration with the MCAC Information Technology Section.
An understanding of or the ability to learn the Request for Service Process and the search features of the MCAC Information Management System. An understanding of the functionality of the LPR EOC search functions, the process of retrieving statistical data, monitoring the systems operations, Dispatcher, user management, hotlist management, and management of LPR devices.
Able to provide technical expertise and assistance for the installation of hardware, software, and upgrade of LPR systems. The experience includes troubleshooting, repairing, and removal of LPR systems. Serve as the LPR training curriculum manager, including maintaining an MPCTC instructor certification. Have the ability to research emerging legal and technical issues, then effectively communicate the problem and solution in oral and written form to the Director of MCAC and staff.
Must explain and demonstrate the combined correlation of resources and provide a comprehensive analytical report. Examples of resources include LPR Data, ISOClaim Search, CarFax, Etix, and MVA Data.
As the Custodian of Records, must be knowledgeable, comfortable, and able to testify in the trial courts of Maryland and other jurisdictions at both the state and federal levels. A person with a documented Brady violation or other issues of truthfulness is not suitable for this position.
Must be proficient in Microsoft Office Applications, including Word, Excel, and PowerPoint, or the Google Doc equivalent.
