Fulbright Scholar in Residence to Teach, Do Research at UB

José Florencio Fernández Santillán, professor of political science in the Department of Legal and Social Studies at the Tecnológico de Monterrey (Campus Ciudad de México), will spend a semester teaching and conducting research at the University of Baltimore as a Fulbright Scholar in Residence, beginning this fall. Santillán, winner of several teaching and scholarship awards in his native Mexico, will be on faculty in UB's College of Public Affairs.
"José is a top-notch scholar with an international reputation. We are already planning opportunities for our students and faculty to be enriched by his visit and his ideas," said Roger Hartley, dean of the College of Public Affairs. "We also are talking about future opportunities to partner with his college for the benefit of students and faculty."
Hartley said that UB faculty and administrators recently met with Santillán and his wife, Blanca Otaola, and already are making plans to tour Baltimore sites and locales.
"We are planning a visit soon to the Edgar Allen Poe House," Hartley said. "It will be fun to have him here with us. I urge the UB community to join us in welcoming these warm and interesting folks to our campus."
Santillán's work focuses on the political process, social reforms, and the rule of law in Mexico. He writes for scholarly journals, and also makes appearances in mainstream print and radio outlets. He is the author and editor of several books, including The International Perspective of the Political Parties in Mexico, Politics, Government and Civil Society, Politics and Public Administration in Mexico, and a number of others.
Since 2003, he has taught and conducted research projects and fellowships at Harvard University's John F. Kennedy School of Government as a specialist in political analysis. He also is a visiting scholar at Georgetown University.
Santillán received his bachelors and masters in political science and public administration from the Universidad Nacional Autónoma de México in 1976 and 1978, respectively. He holds two doctorates, from the University of Turin (1983) and from UNAM (1989).
Through the Fulbright Scholar-in-Residence program, colleges and universities in the United States collaborate with scholars from other countries to assist in internationalizing U.S. campuses, curricula and communities. These Fulbright scholars teach mostly at the undergraduate level, and provide a cross-cultural or international perspective to students and the larger institutional community. In addition to his work in the classroom and in research settings, Santillán will speak to UB's international students and conduct meetings with external audiences on topics within his area of expertise.
