Public Affairs Dean: City Under 'Hold Button' Awaiting New Leadership

Roger Hartley, dean of the University of Baltimore's College of Public Affairs, tells NPR that the hotly contested Baltimore mayor's race and the high number of competitive City Council races indicate a strong desire for new leadership for the city.
City residents are frustrated that a year has gone by since Baltimore's spring 2015 civil unrest, Hartley points out, without much activity regarding reforms or reconciliation.
"Not a lot has been done, and it's almost like there's been a hold button placed right now to see who's going to be the next leadership," Hartley says.
