Jeffrey Ian Ross, professor in the University of Baltimore's School of Criminal Justice, says the recently passed First Step Act, a federal bill designed to correct inequities in the prosecutions of certain kinds of federal drug cases, is an important step toward systemic reform.
"I'm not going to thumb my nose up," Ross tells The Baltimore Sun. "For people who are prison reformers, let's be thankful for what we get. Let's call it a victory."
