Ivan Sascha Sheehan, associate professor and executive director of The University of Baltimore's School of Public and International Affairs, writes in The National Interest that President Biden's strategy for Russia must be driven by a long-term view. Worldwide attention in the wake of Russian dissident Alexi Navalny's ongoing detention is important, Prof. Sheehan says, but the relationship between the U.S. and Russia requires a measured hand.
"To stabilize bilateral relations, U.S. officials must take a longer-term view by pursuing a Russia strategy that—much like American policy at the height of Soviet influence—would appropriately view the authoritarian regime as a formidable threat," Prof. Sheehan writes. "Difficult as it may be to accept, Russia's calculated actions are driven by strategic considerations and rational decision-making. Yet, in the end of the Cold War, then came Mikhail Gorbachev's reforms. This time it may not be very different."
