Charles Tiefer, professor in the University of Baltimore Law School, tells Federal News Radio that competition for federal contracts should get tougher in 2014. Tiefer, a former member of the Commission on Wartime Contracting, says that competition should result if the federal government follows through on moves to increase transparency in bidding, procurement, debarment and so on.
