I hold the Chair of Public Management and Governance in the Department of Political Sciences, University of Palermo (Italy), where I’m also the director of CED4 System Dynamics Group. At Palermo, I’m the founder and scientific director of the Doctoral program track in “Model Based Public Planning, Policy Design, and Management”, and of the Master of Science in Public Management.
I’ve research and consulting experience with public and private sector organizations in designing policies and outlining consistent programs to link policy design and implementation.
In the last 20 years, my scientific interests have been increasingly focused on the design and use of outcome-based dynamic performance management & governance systems aimed at fostering a learning-oriented approach in stakeholder collaboration to enhance local area quality of life and attractiveness. In this domain, I’m currently leading a strategic project for the “Center for Sustainability and Ecological Transition” at the University of Palermo (Italy), whose purpose is to build collaborative platforms to enhance the localization – with a specific focus on the Mediterranean region – of the Sustainable Development Goals identified by the “UN 2030 Agenda”.
On this broad topic, I’m also conducting extensive applied research on an international basis, for developing collaborative ecosystem platforms to trigger sustainable “place-based” value creation through a Dynamic Performance Management & Governance approach. The interdisciplinary perspective of this research involves the development of “place-based” collaborative ecosystems, encompassing not only “theme-focused” public sector ecosystems, but also societal and entrepreneurial ecosystems.
With a specific focus on “place-based” entrepreneurial ecosystems driven by Higher Education Institutions, I’m also developing collaboration with OECD, Paris.
Beyond the University of Baltimore College of Public Affairs, main scientific partners in my international network are also at: University of Central Florida (Prof. Jeremy Hall); University of Edinburgh, UK (Prof. Stephen Osborne); University of North Carolina at Chapel Hill (Prof. William Rivenbark); University of Pittsburgh (Prof. B. Guy Peters).
I’m also expanding my scientific network in: 1) Latin America (FGV and PUCRS, Brazil; University of San Andres, Buenos Aires - Argentina; University of Bogota Jorge Tadeo Lozano, Colombia), 2) Asia (Multimedia University in Kuala Lumpur, and Universiti Sains Malaysia in Penang; Universitas Indonesia in Jakarta; Singapore Management University; Jiao Tong University in Shanghai), and 3) Middle East (the American University in Cairo - School of Global Affairs and Public Policy - Egypt, and the Hamad Bin Khalifa University – College of Public Policy, Doha - Qatar). Further active partnerships I’m focused on in Europe are with: 1) the University of Bergen, Norway – 2) Radboud University/Nijmegen School of Management, The Netherlands, and 3) Corvinus University of Budapest, Hungary.
In my academic career I’ve extensively published in numerous leading journals in public management & governance, business, and system dynamics (including Public Management Review, Public Administration Review, the American Review of Public Administration, Public Performance & Management Review, Journal of Management & Governance, System Dynamics Review, Systems Research & Behavioral Science, International Journal of Public Administration, International Review of Public Administration, and International Journal of Productivity & Performance Management).
I’m Associate Editor of the “International Journal of Public Sector Management”. I’m also serving, and I served, as a member of the Editorial Board of more leading Journals such as: Public Management Review, Public Administration Review, Public Performance & Management Review, Urban Governance. I’m also part of the Steering Committee of Azienda Pubblica, an influential scientific Journal in Public Administration in Italy. I’m also the founder and Editor of the Book Series on “System Dynamics for Performance Management & Governance”, by Springer.
I’ve been visiting professor at: the Rockefeller College of Public Affairs & Policy, University at Albany (USA); Universitas Indonesia at Jakarta (Indonesia), TOP Education Institute – Sydney (Australia), and the Pontifical Catholic University of Rio Grande do Sul, Porto Alegre (Brazil).
