2026-29 Strategic Plan

The University of Baltimore's strategy was developed through the collaborative input of the Strategic Planning Committee as well as faculty, staff, students, alumni and senior leadership. It is guided by the University's mission, vision and values, and recommendations from the University System of Maryland (USM) Board of Regents/UBalt Task Force, UBalt's recent Middle States Commission on Higher Education (MSCHE) self-study and institutional survey data. This strategy aligns with USM and State of Maryland requirements and affirms UBalt’s commitment to enrollment growth, financial sustainability, user experience improvements, campus culture and academic excellence.

2026-29 Strategic Plan

The University of Baltimore's Strategic Plan, "Making UBalt the University of Choice," is a bold, integrated strategy that is designed to position UBalt as the university of choice for professional, career-focused adults—especially working and part-time students in our region.

We will operate our midtown Baltimore campus as a professional hub for meaningful, in-person teaching, learning and professional experiences while further developing our digital platforms to power technology-forward and flexible, 24/7 services, interactive scheduling and proactive support. We will actively pursue funding and approval for replacement of the Academic Center, our highest priority in our Facilities Master Plan, to create a modern facility that will serve as an asset for enrollment and student success for UBalt's campus community and transformational for midtown Baltimore. UBalt’s physical campus and virtual environment will deliver a high-impact, customized experience for our non-traditional students beyond what predominantly in-person or fully online universities can match.

We will focus our degree and credential offerings exclusively on high-demand programs aligned with the needs of professional, career-oriented students and regional employers, and consistent with our current academic plan. Market research and ongoing employer advisory input will inform program and curriculum decisions, fostering relevance, strong enrollment and continued accreditation.

We will offer year-round, multimodal and hybrid schedules and delivery systems to meet the needs of busy, working adult students, including substantial evening and weekend offerings. We will increase year-round course delivery for all degree programs to shorten the time needed to complete degree requirements, thereby attracting and retaining more students with improved degree completion rates. We will provide rapid prior learning assessment for experienced students. We will offer stackable credentials and selective continuing professional education when in demand for ongoing career advancement for students and financial health improvement for the University.

We will develop sustained, high-impact relationships with regional employers and alumni to inform workforce needs and align academic programs. We will integrate practitioners into the student experience, expand experiential learning, and create strong networking and mentoring programs that improve career outcomes and position UBalt to maintain our exceptional national ranking outcomes for earnings for our graduates as a differentiator. We will advance partnerships with regional educational institutions for early learning initiatives for high school students and for dual enrollment of community college students with facilitated educational and financial advantages of matriculation to UBalt.

We will build on current plans and leverage the Student Success Council to develop and implement a cross-institutional strategy that provides high-touch support by integrating academic, career and financial advising. Data and technology will be leveraged to enhance proactive outreach, improve student retention, accelerate graduation, and ensure all students—particularly part-time students—receive the institutional support they need to succeed.

Strategic Planning and Budgeting Committee (SPBC)

The University of Baltimore's Strategic Planning and Budgeting Committee (SPBC) in consultation and dialogue with the President and the University community, supports and enhances the success of the University through evidence based-decision making relating to: strategic planning, assessment of institutional priorities, review of budgetary policies, and the evaluation of programs and services. All activities of the SPBC are advisory to the President and the President's executive team.
