Librarian of Congress Carla Hayden to Receive 2023 William Donald Schaefer Award as Part of Schaefer Center's Annual Policy Conference, May 9 in Annapolis

Carla Hayden, former head of Baltimore's Pratt Library, and, since 2016, the nation's Librarian of Congress, will receive the 2023 William Donald Schaefer Award as part of the William Donald Schaefer Memorial Policy Conference and Award Ceremony, hosted by The University of Baltimore's Schaefer Center for Public Policy on Tuesday, May 9. Hayden will join a slate of special guests for a half-day conference and luncheon, to be held at the Westin Annapolis, 100 Westgate Circle in Annapolis, beginning at 8:30 a.m. The theme of this year's event is "The Future of Public Service." The conference and award ceremony are free and open to the public; registration is required. Attendance details are linked below.
The conference will begin at 9 a.m. with a welcome from Dr. Ann Cotten, director of the Schaefer Center. The opening session will feature a talk by Michael M. Stahl, author of The Promise of Public Service. This will be followed by panel sessions, held from 10 a.m. to noon, on "Managing the Future Workforce: Innovation in Service Delivery," featuring John Leidig, director of operations for the Maryland Office of Administrative Hearings (OAH), and Kelly A. Valentine, director of human resources for OAH; and "NextGen Leaders for Public Service: Recruiting Talent into Government," with Mark Townend, director of the Recruitment and Examination Division of the Maryland Department of Budget and Management, Emily Bolton, executive vice president for the Volcker Alliance, Michele Blair, environmental programs manager, for the City of Laurel, and Adeola Adeyemo, UBalt student intern with the City of Laurel.
Following a noon luncheon, University of Baltimore President Kurt L. Schmoke will present the 2023 William Donald Schaefer Award to Dr. Hayden.
The William Donald Schaefer Award honors the legacy of former Governor, Comptroller, and Baltimore Mayor William Donald Schaefer, and celebrates the contributions of the honoree to effective government and lifelong commitment and service to the well-being of the citizens of Maryland. The award is designed to honor lifetime achievement.
Previous honorees include Sister Helen Amos, executive chair of the Board of Trustees at Mercy Hospital, Congressman Elijah Cummings, Dr. Nancy Grasmick, former state superintendent of Maryland public schools; the Hon. Carolyn Colvin, former acting commissioner of the Social Security Administration, the Hon. James T. Smith, Jr., former Baltimore County Executive and Maryland Secretary of Transportation, and the Hon. Paul S. Sarbanes, former United States Senator for Maryland.
