This
first report, released on November 18, 2002, provides the baseline, or
starting point, from which the Alliance will measure the ups and downs (trends)
of our neighborhoods' Vital Signs over time. This is the first of the
many reports the Alliance will release to mark the progress toward neighborhood
strength and health.
