The Overdose Detection Mapping Application Program (ODMAP) was developed by the Washington/Baltimore High Intensity Drug Trafficking Areas (W/B HIDTA) program. ODMAP, designed to link public health and public safety through real-time overdose data, is a surveillance system offering analytical tools and capabilities designed to give local government officials the necessary information for resource optimization to address the overdose epidemic at the local level. In order to expand the use of ODMAP, the ODMAP will be introducing predictive analytics and additional data layers into ODMAP. These systems will be developed using both existing data sets and creating data systems/definitions through research and external partnerships. For example, this role will oversee the development of a naloxone saturation layer that will require creating a nationwide data definition and working with the IT team on implementing the development and rollout of the project.
Reporting to the ODMAP Program Manager, this position will be responsible for developing the initial layer with the W/B HIDTA software development team. This will include coordinating with pilot sites, creating the data definitions for the naloxone layer, and developing any training materials/policies and procedures relevant to onboarding agencies throughout the pilot and expansion phases. Additionally, this position will be responsible for creating a nationwide roll-out plan and working with ODMAP stakeholders to integrate feedback to ensure stakeholders' needs are met. This position will be responsible for providing regular project updates to the ODMAP Program Manager, W/B HIDTA Deputy Director, and W/B HIDTA executive staff.

**Limited travel nationally as needed to support state and local implementation efforts.

Key Responsibilities:
-Project coordination: Develop the initial ODMAP naloxone layer through coordination with the ODMAP team, W/B HIDTA software development team, and key stakeholders, including but not limited to, the initial pilot sites. Manage project plan milestones and deadlines, both internal and external, to ensure that all milestones are met, and outputs developed. The role will also be responsible for creating a naloxone saturation calculation and any associated data modeling that will be incorporated into the map.
-Data analysis: Design and implement additional data-related special projects that focus on predictive analytics within the ODMAP system. This includes building and managing current and additional data collection systems, working with the ODMAP data analyst, and expanding the current ODMAP capabilities/functionalities. Future projects include, excluding the naloxone layer, developing and implementing predictive analytics capabilities, building Power BI tools.
- Training and Outreach: Develop relevant training and outreach materials for the naloxone layer and any associated projects. Present special projects to external partners through in-person and digital meetings/webinars/conferences.
-Subject matter expertise: Provide ongoing technical and policy assistance to the stakeholder community once they begin using the naloxone layer, both during and after the pilot project. Other Duties as assigned.
Education:
Required - Bachelor’s degree, focused in a data-related science (ex. data science, computer science, biostatistics, or epidemiology).
Preferred - Master’s degree, focused in a data-related science (ex. data science, computer science, biostatistics, or epidemiology).
Experience:
Required - 3 years’ experience conducting outreach and/or managing a wide variety of projects across multiple disciplines. Experience with data modeling, research, and project management required.
Preferred - Previous work with public health and/or safety is preferred. Experience with the ODMAP platform is preferred.
The individual in this position must be able to communicate effectively with a diverse national user group as well as effectively manage evolving projects and implementation. Knowledge, skills, and abilities required but not limited to:
- the ability to effectively communicate with a diverse user community, which includes law enforcement, fire/EMS, public & behavioral health, medical examiners and coroners, etc.
- knowledge and familiarity with software programs, excellent technical writing and communication skills.
- must be able to communicate, verbally and written, to stakeholders with a variety of data backgrounds and data literacy levels.
