The Program Manager, Virginia Youth SBIRT Project will be responsible for working collaboratively with a multidisciplinary team to directly manage and implement the Virginia Youth Screening, Brief Intervention, and Referral to Treatment (SBIRT) Project. The Virginia Youth SBIRT Project is a statewide initiative to develop and implement a sustainable SBIRT model to increase access to evidence-based screening, early intervention, and treatment for substance use and co-occurring problems for youth aged 12-21 in Northern and Eastern Virginia. The remaining three regions of the state will receive YSBIRT Training and Technical Assistance to support SBIRT implementation. The Program Manager will be responsible for the overall planning, coordination, execution, and completion of project activities. The Program Manager will also serve as the primary trainer of SBIRT to all clinical and non-clinical staff. They will also oversee day-to-day project programmatic and continuous quality improvement activities at pediatric healthcare sites and support on-site Training and Technical Assistance. The Program Manager will also support development of community and stakeholder partnerships in support of creating regional referral networks for youth in need of substance use and mental health treatment services.

Key Functions/Responsibilities/Tasks
Program Management. Develop and adhere to a detailed work plan in order to ensure compliance with the proposed project timeline and progress towards goals and objectives. Maintain regular communication and meetings scheduled with Virginia Youth SBIRT partners and stakeholders to evaluate project progress, identify barriers to implementation, and make revisions as necessary.
Implementation, Training, and Technical Assistance. Ensure successful implementation and integration of SBIRT into the clinical practice of primary care and community health care sites, beginning with organizational readiness assessment, development of implementation plans, and clinical skills and implementation training. Work closely with practice sites to identify SBIRT Champions, establish site-specific SBIRT policies and protocols, facilitate electronic health record integration, and establish plans for fiscal sustainability in support of SBIRT services. Support recruitment and project-related supervision of grant-funded providers at practice sites. Offer ongoing implementation training and technical assistance. Develop the infrastructure for delivery and tracking of statewide training and technical assistance services.
Evaluation. Manage, coordinate, and assist with data collection for the evaluation of all VA YSBIRT activities under the oversight of the Project Director. Work with Evaluator to establish data collection workflows at practice sites. Implement continuous quality improvement initiatives at each site, assisting with evaluation efforts, and working with the practice sites to navigate barriers to implementation. Monitor fidelity to clinical protocols and assist with evaluation activities to improve protocol adherence.
Establish Referral Networks. Meet with community treatment and recovery support agencies to develop referral protocols and create a regional resource guide inclusive of recovery services for youth and their families.
Required Education and Experience
Education: Master's or higher degree in a human services-related discipline. Preferred: Licensed behavioral health or healthcare provider.
Experience: 3 years’ experience working in a healthcare setting. Preferred: Experience working with healthcare providers and youth aged 12-21. Previous SBIRT delivery, training, and/or implementation experience.
Required Knowledge, Skills and Abilities
Must be a team player that possesses excellent interpersonal, conflict resolution, and negotiation skills, and exercises good judgment; ability to understand complex health systems and demonstrated ability to navigate program implementation challenges; strong interpersonal skills; ability to effect partnerships internally and externally; effective communication and organizational skills; ability to train clinical and non-clinical staff; understanding of substance use and mental health; excel in time management.
