The Information Systems Manager (ISM) is a full-time position located at the Maryland Coordination and Analysis Center and works in a team to provide support to over 130 public safety and intelligence personnel in support of Maryland’s State Fusion Center, the Maryland Coordination and Analysis Center (MCAC). The primary duties include the management, oversight, development, training and implementation of the Center’s proprietary information management system, SharePoint system, host agency’s web development and administration, external portals, and social medial related tools and applications. The position reports to the Information Technology Program Director supporting the organization-wide information technology (IT) program in a multi-agency homeland security and intelligence fusion center serving multiple jurisdictions in Maryland. The position will also support the management of day to day security, operations, and technical health of all supported software, networks, desktops, and systems operating in the Fusion Center. The ISM serves as the principal in the management, development and providing user level training for the Center’s information management system, SharePoint, secure and open websites, social media related tools and applications, external portal sites, other information sharing tools and applications, secure and open telephone and video conference applications, and all matters related to deskside IT support.

Key Functions/Responsibilities/Tasks:
The position supports the management, security, operations, and technical health of all the following systems or functions:
Information Management System Manager– Responsible for coordinating with vendors, managing design, workflows, content display/functionality, overall maintenance, security and updates of the system, and facilitating and delivering training to MCAC and allied agency users
Data Integration – works to expand connections to other data systems and similar systems for the purpose of data integration and federated search and use across the state.
Intelligence Sharing – Using existing and new data systems to network intelligence components of all Maryland local, state and federal agencies into a federated system.
Android Team Awareness Kit (ATAK) and Maryland VCC Coordinator for Maryland – Works with local, state, and federal partners for the expansion, hosting, training, and integration of ATAK applications in use of multiagency and multiregional use of systems for operation, crisis and special event management. Serves as the technical and operations manager
External portals and sites – Works with Policy, Programs and Requirement Division to assist in the management of non-MCAC owned portals and sites. Assists with security assurance/evaluation, user account and site design/content needs. Includes HSIN, HSIN Intel, LEEP, and other sites.
Manages user access and serves as technical advisor on behalf of the MCAC, RICs, and other Maryland public safety partners.
SharePoint – Responsible for coordinating with vendors, managing design, workflows, content display/functionality, overall maintenance, security and updates of the system, and facilitating and delivering training to MCAC general users.
Policy, procedures, working aids, and training development, maintenance and oversight – Creates and/or assists in creating policy, procedures, training aids, and training package development for MCAC users.
Outreach
MCAC Website manager – Works with staff and IT Section to design and program content relevant to our customers. Works with vendor to manage the design and structure of the site, including all applications used in the management of the sites; provides and/or coordinates training for MCAC website content providers and ensuring site security is up to date, all content and links are functional, and provides regular evaluation, assessment of website health and traffic on a monthly basis to the ITOS and Executive Staff. Repairs or coordinates with content managers to repair broken links or improperly organized/displayed content.
Social media related tools and applications – Manages any social media related tools, applications and accounts. Responsible for the technical application of all social media resources ensuring practices are in accordance with security policies and procedures and supports policy compliance during monthly, quarterly or annual audits.
Other information sharing and collaboration tools and applications
Includes the management, training and oversight of MS-Teams and office 365.
Day to day support operations
Manages and proactively assesses technical health of Information Management Systems, SharePoint, Websites and other applications outlined for this position.
Gathers statistics on use, technical health and user experience.
Leads and/or supports the annual and adhoc audits of all systems for proper use and security in accordance with policy,
Responsible for coordinating with vendors, managing design, workflows, content display/functionality, overall maintenance, and updates of the systems.
Develops procedures, policies, references and training materials and provides training to staff, leaders, and partners across the state in MCAC Information Management System use, SharePoint, MCAC Website, social media applications, MS Teams, and external portals
Service requests for issues related to supported systems that could lead to a potential outage or degradation of services.
Supports and assists analysts, officers and leaders int the entry, discovery and sharing information in order to more effectively reach public safety objectives.
Deskside IT support – Responsible for the receipt, configuration, deployment, installation, monitoring, support and maintenance of all agency desktop and mobile computers, software, printers, and telephone and network communications. Diagnoses, maintains, repairs and services computer peripherals including monitors, desktops, printers, modems and other equipment. Provide remote and deskside support for network/computer issues, to include off-site work.
Support exercise and tactical events:
Supports lead analyst or agency if a virtual command center is established in response to an incident.
Provides input to and supports the Information Technology Program Director in the following functions:
Continuity of operations planning as it relates to information communication technology services needed during onsite of offsite activities and crisis.
Assistance with the design, implementation, and ongoing support of new software and features.
Required Education and Experience
Education: Baccalaureate degree in Computer Science, data science, Management Information Services, or related field. A Master’s degree or higher in Computer Science, Data Science, Information Services or related field preferred.
Experience: Five years developing and managing information management systems, webpages, SharePoint or similar applications.
Required Knowledge, Skills and Abilities
Considerable experience in the operation and application of enterprise level information management systems using SQL as the backend.
SharePoint, WordPress and other website management and design applications.
Proficiency with database programming languages such as SQL, R or Python and proficiency with front end design languages such as HTML, CSS, JavaScript, etc.
Ability to rapidly reach efficient and effective operation of new technologies
Strong interpersonal relationship skills to interact effectively with vendors, stakeholders, and team members at all organizational levels
Analytical and problem-solving skills to handle any issues that occur during the project lifecycle
Demonstrated interest in IT troubleshooting, providing a better solution, and self-improvement.
Previous experience as a help desk technician, computer technician, network technician, Information Security Officer, database manager or IT support.
Possess GIAC, CISSP, CompTIA A+, Network+, or MCP certifications are a plus.
Able to install, operate, administer, and maintain information processing systems, peripheral equipment, and associated auxiliary devices. Should be familiar with installing, configuring and operating Network security, backup and hardware configurations for Microsoft and Linux bases systems. Familiar with interfacing with external LAN/WAN devices.
Able to troubleshoot automation equipment and systems to a degree required for isolation of malfunctions to specific hardware or software and then restore equipment to operation.
Able to draft associated technical documentation for reference and maintenance purposes of various technology tools and systems.
Able to conduct quality assurance of Automated Data Processing Equipment (ADPE) operations and equipment.
Knowledgeable of, and able to, ensure compliance with applicable state and federal directives governing Network and System security and physical security.
Demonstrated proficiency with Microsoft Office Products, to include, but not limited to: Word, Access, Excel, and PowerPoint.
Ability to communicate effectively orally and in writing.
Experience working with federal, state and local law enforcement databases.
Displays commitment to continuous professional development and education.
Prior public safety information technology support experience.
Participate in and/or lead conference sessions related to Fusion Center Information Technology programs and operations.
