UBalt has consistently ranked as a top performer for the economic and social mobility of its graduates. We are constantly looking to identify ways we can use funding to bolster academic programs and support our students.

The Baltimore-based Whiting-Turner Construction Company pledged an additional $1 million in funding for The University of Baltimore to help close out the school's 100th anniversary on a high note. The gift will be spread over the next five years and will help support University students in two ways: a quarter of a million dollars was earmarked for the recently endowed President Kurt L. Schmoke Scholarship, while the remainder of the funds will be disbursed according to the University’s areas of greatest need.
To honor the lasting impact of President Kurt L. Schmoke on The University of Baltimore, as well as his impact on the greater community, The University of Baltimore Foundation established a scholarship in his name in 2025. The fund celebrates his distinguished legacy while providing support to UBalt students through scholarships and stipends (for books, fees, etc.). Both part- and full-time students in the College of Public Affairs with a strong commitment to public service, and who show demonstrated need, will be eligible for the scholarship.
Whiting-Turner has been a major supporter of the University for 45 years, providing principal funding for capital projects, donating to community engagement programs for students, and even serving as the lead sponsor of the Centennial Grand Celebration last November. The unrestricted $750,000 gift will allow the University's administration to address need and fund opportunities as they arise.
"UBalt has consistently ranked as a top performer for the economic and social mobility of its graduates," said Theresa Silanskis, MPA '95, vice president of advancement and external relations. "And despite last year's state and federal cutbacks, the University must continue to prepare our students for immediate entry into a modern workforce. We are constantly looking to identify ways we can use funding to bolster academic programs to help meet those goals."
Silanskis, a graduate of UBalt's Master of Public Administration program, works closely with donors to strategize sustainable ways to alleviate immediate burden.
"Between student loan debt and cuts to financial aid, we've seen an increase in interest from donors to cover or reduce student costs through scholarships or other awards," she said.
"Several of our most engaged supporters, including Whiting-Turner, have also recognized that unrestricted dollars allow the University to remain nimble during uncertain times. This kind of 'flexible funding' ensures we can continue to provide the cutting-edge, career-focused education we’re known for, regardless of whether we have to troubleshoot or fill in gaps. We're incredibly grateful for their continued support, as well as the additional support of this thoughtful and timely gift."
