Biography
Rochvarg took emeritus status in 2016 after teaching at UB law school since 1979. While at UBalt, he taught thousands of students in courses such as Administrative Law, Agency and Partnership, Commercial Law, Corporations, Criminal Law, Immigration, and Professional Responsibility. He also taught International Criminal Law at UBalt’s study abroad programs at the University of Haifa and the University of Netherland Antilles in Curacao. He taught as a visiting professor at the University of Houston Law Center and at South Texas College of Law. Before becoming a law professor, Rochvarg practiced with a law firm in Washington, DC where he served on the legal defense team on the appeal of the conviction of one of the defendants in the Watergate conspiracy case. This led to his first book “Watergate Victory: Mardian’s Appeal.” After leaving full-time teaching, he wrote a book that discusses his cousin’s involvement in the civil rights movement in the mid-1960’s, “No One Ever Asked: The Untold Story of a Civil Rights Worker.” His book on Maryland Administrative Law is used regularly by Maryland lawyers and judges. Rochvarg has also written many law journal articles on a wide variety of topics including legal ethics, citizenship and naturalization, and state administrative law. He served as a consultant to federal and Maryland agencies and spoke at numerous legal conferences. For many years, he was a national lecturer for major bar review courses. He is a member of the Maryland Bar.
