Bradley Pough is an expert in property, local government, and land use law who joined the UBalt Law faculty in 2026. His research focuses on the laws that shape cities and the built environment, with a particular attention to how legal systems influence distributions of power and resources at the local level. His scholarship has appeared in the Tennessee Law Review, the University of Pennsylvania Journal of Law and Social Change, and University of Virginia’s Journal of Law & Politics, among other publications.
Prior to joining the academy, Pough was a member of Jenner & Block’s Congressional Investigations and Government Controversies practices, where he advised leaders across the public and private sectors as they navigated political risk, both here and abroad. This work built on years of experience in both government and politics, most recently as Domestic Policy Manager on the Kamala Harris Presidential Campaign. During the Biden-Harris Administration, Pough served a policy advisor to Vice President Harris and as Counsel to Deputy Attorney General Lisa Monaco, where his work focused on civil rights, access to justice, and prison reform. Before joining the Biden-Harris Administration, Pough clerked for the Honorable Judge David Barron on the United States Court of Appeals for the First Circuit.
Pough graduated with honors from Harvard Law School, where he served as an editor on the Harvard Law Review, was President of Harvard Law School Democrats, and was awarded the Heyman Fellowship for public service. He also earned a B.A., with distinction, in Political Science from Yale University. He currently lives in Baltimore City with his wife and son.
