Joseph Adler has an extensive career in public administration, human resources, and labor relations, with a deep commitment to education and public service. As the lecturer and director of the M.P.A. program at The University of Baltimore, he has been shaping the next generation of public leaders since August 2020. In this role, he teaches master’s level courses in the School of Public and International Affairs and oversees the administrative functions of the M.P.A. program, ensuring that the curriculum meets the evolving needs of the public and nonprofit sectors. Before joining UBalt, Adler held several key leadership positions in both public and private sectors. He served as the Chief Labor Negotiator for Prince George’s County, Maryland, where he conducted collective bargaining negotiations and advised on contract enforcement.
His extensive experience in human resources is further highlighted by his tenure as the Director of the Office of Human Resources in Montgomery County, Maryland. There, he led a team of over 50 employees, managed an $8 million budget, and implemented numerous initiatives that garnered national recognition, including the adoption of cutting-edge IT solutions and the development of a succession planning program. Adler’s career also includes significant contributions as the Director of Personnel and Labor Relations in Prince George’s County, the Secretary of the Maryland Department of Personnel, and roles in the private sector, including as a Senior Consultant at The Segal Consulting Group. His work has been recognized with multiple awards, including the Human Resource Executive of the Year by the Local Government Personnel Association. In addition to his professional roles, Adler has been an active participant in numerous professional and community activities, including serving on the boards of the American Red Cross and the National Public Employer Labor Relations Association.
He is a Fellow of the National Academy of Public Administration and holds certifications as a Senior Professional in Human Resources and an IPMA Certified Professional. Adler’s academic background includes a Doctor of Public Administration from the University of Baltimore, a Master of Public Affairs from Princeton University, and a Bachelor of Arts from The City College of New York. His publications and research have contributed to the fields of labor relations and public administration.
