The Emergency Management Specialist position is a critical position within the Howard County Office of Emergency Management. It is a full-time position focused on supporting County preparation for all-hazards events and disasters through planning, outreach, training, and exercise. This position reports directly to the Senior Emergency Management Specialist. This position is contingent upon funding.

Key Responsibilities:
Administrative/Program Support - Apply the principles and practices of emergency management to perform intermediate professional administrative and program support with a focus on Corrective Actions, Finance and Administration, Logistics, Mitigation, Public Outreach, Planning, Recovery, Resiliency, Response, and Training and Exercise. Develop requests for proposals (RFP’s), memorandums of understanding (MOU’s), and technical documents.
Analysis - Provide support and analysis in functional activities such as developing emergency plans; planning trainings and workshops; providing training and presentations; and collaborating with County, community, and regional partner agencies.
Project Management - Participate in the evaluation, integration, and operation of emergency management support tools and applications. Develop, implement, monitor, and report on projects to include those funded by grants. Supervise projects, project teams, groups and/or meetings. Monitor deliverables and timelines to ensure that objectives are met.
Support Policy Development - Analyze and evaluate current trends and best practices to identify hazards, reduce vulnerability, and improve emergency response. Prepare draft solutions and examples; implement programs; develop policies and procedures.
Emergency Operations Center - Serve in a staff role during Emergency Operations Center (EOC) activations or significant County events.
Education: Bachelor’s degree required; Master’s degree preferred.
Experience: 3 years of professional experience, including at least one year in emergency management, public health, public policy required; 2+ years of professional emergency management experience preferred.
Required Knowledge, Skills and Abilities: Exceptional writing, problem-solving, and decision-making skills. Experience with Public speaking and performing outreach activities. Research, planning, and project management experience, with emphasis on local emergency management practices. Ability to work well both independently and in a group setting, with a proven ability to collaborate with diverse groups. Strong interpersonal communication skills with strong organizational and multi-tasking skills.
