The University of Baltimore is hiring a Public Policy Specialist to work with the Baltimore City Department of Social Services. The Public Policy Specialist provides strategies and briefings to the Deputy Director of the Family Investment Administration for Baltimore City Department of Social Services. This position develops and plans programs and partnerships that meet the purpose of TANF goals for Baltimore City residents as well as special events, legislative briefings and agency participation in regional/national conventions or conferences.
Key Functions/Responsibilities/Tasks
• Represent agency and interface with external stakeholders including foundations, think-tanks, federal/state/local governments, and community-based organizations to identify innovative best practices and trends for workforce development programs serving TANF, SNAP, and Returning Citizens.
• Make program and service delivery recommendations based on information received from external stakeholders and working with Data Analyst(s) provide data sets, executive summaries, info graphs and other material for senior management staff to review
• Identify potential grantees and partners serving shared customers. Assist with initial development of Work Activity requests for proposals (RFP) and Scopes of Work for Inter-governmental Agreements.
• Draft training materials including benchmarks and facilitate training for staff on new or revised standardized operating procedure.
• Plan and facilitate agency participation in conferences/workshops related to TANF policies and programs.
• Represent agency on DHS Standing Policy Committee. Assist with development of and revisions (as applicable) to annual work activity performance plans (FIP and PASS) Represent agency on inter-governmental workgroups and boards including WIOA, WIB, and MSDE-Child Care Subsidy.
• Identify and determine key partners, strategies, and communication channels. Synthesize findings and make recommendations to Deputy Director of FIA for overall strategic plans.
Required Education: Baccalaureate in Business Administration, Business Management, Public Policy, Political Science, Government or related degree
Required Work Experience: Three to five years of experience working in public-sector or non-profit agencies on community and economic development or constituent services or advocacy for vulnerable populations
