The CDPE Executive Director appoints the Associate Deputy Director for Treatment and Prevention to assist in leading the vision for treatment and prevention initiatives funded through the W/B HIDTA and non-HIDTA grants and contracts. The position is responsible for oversight, administration, evaluation, training and technical assistance, reporting, and dissemination of outcomes for treatment and prevention programs. In addition, this position is responsible for developing new grant and contract opportunities and alternative funding sources to support expansion of evidence-based and innovative treatment and prevention programs along the substance use continuum of care. Key Functions/Responsibilities/Tasks:
W/B HIDTA Treatment and Prevention Oversight and Administration
• Provide oversight and administration of W/B HIDTA treatment and prevention programs and staff.
• Assist the HIDTA Director, HIDTA staff, and W/B HIDTA Executive Board in the overall administration of the HIDTA treatment and prevention programs.
• Assist in the preparation of the HIDTA Budget and Annual Report for treatment and prevention programs.
Treatment and Prevention Management
• Supervise treatment and prevention staff.
• Establish and/or enhance the operational procedures and policies for management of treatment and prevention programs.
• Provide staff support to the W/B HIDTA Treatment and Prevention Committees and conduct regular meetings.
• Assist treatment and prevention initiatives with annual budget preparation and, when needed, budget reprograming and establish criteria and procedures for review of budget proposals.
• Provide training and technical assistance to other HIDTAs.
• Secure training and provide technical assistance to meet the needs of W/B HIDTA treatment and prevention initiatives.
• Maintain contemporary knowledge of treatment and prevention research.
Treatment and Prevention Systems Development
• Pursue collaborations with partners at the federal, state, and local government levels.
• Coordinate activities with law enforcement initiatives within the W/B HIDTA to provide a multidisciplinary link and comprehensive approach to drug abuse treatment and prevention.
• Pursue and develop relationships with community, state, and national partners to enhance treatment and prevention delivery and expansion of evidence-based services across systems.
• Liaise with grant agencies, nongovernment organizations (NGOs) and advocacy groups.
• Identify and aggressively pursue grant opportunities in support of the CDPE Strategic Plan.
Evaluation, Reporting, and Dissemination of Outcomes
• Oversee internal and external evaluation of all treatment and prevention programs.
• Conduct annual systems analyses at micro and macro levels on individual and collective treatment and prevention programs.
• Prepare required programmatic reports for treatment and prevention.
• Ensure the accurate and timely submission of initiative performance data in the Performance Management Process (PMP) system.
• Disseminate treatment and prevention outcomes in local, regional, state, and national venues.
• Publish peer-reviewed articles in scholarly journals
Required Education and Experience:
Masters in the field of healthcare, psychology or counselling with a focus on substance use disorder required. At least 10 years of experience in the field of substance use. At least five years in a managerial position. Demonstrated success in obtaining, managing, and serving as Principal Investigator on multi-million dollar prevention and/or treatment grants. Significant experience in publishing in peer reviewed journals.
Preferred Education and Experience:
Doctorate in healthcare field with concentration on substance use disorder and/or drug prevention. At least three years of experience with statistical software – SPSS, STAT, R, or SAS; at least two years of experience using data visualization software such as Tableau or IBM’s I-2; three years of experience developing and delivering training courses for adult learners; at least two years of experience working with NGOs and community groups.
Required Knowledge, Skills & Abilities:
• Expert knowledge of healthcare systems
• Expert knowledge and experience with treating substance use disorder
• Strong critical thinking skills.
• Robust interpersonal and negotiation skills.
• Experienced public speaker.
• Ability to communicate effectively in written and oral forms.
• Budget experience and knowledge of accounting practices.
• Knowledge and experience in implementing performance management.
• Ability to plan and prepare extensive reports and documents.
• Experience in preparing, managing and reporting on grants.
• Ability and willingness to travel domestically to attend HIDTA-related events.
• Ability to obtain a Top Secret clearance.
** Due to the nature of work, this individual must be able to secure a Top Secret level government-issued security clearance.
** Occasional weekend and evening work is required to attend community meetings, and travel to attend conferences.
