The Schaefer Center for Public Policy at the University of Baltimore College of Public Affairs is seeking a public policy professional with an entrepreneurial spirit and a passion for applied policy research to join our team. The Schaefer Center is an applied research division in the University of Baltimore’s College of Public Affairs – Maryland’s only college dedicated to public service. The Center has a 30 year history as one of Maryland’s preeminent applied research centers. Our work includes program evaluation, policy analysis, management consulting, opinion research, and professional development for state, local, and nonprofit clients.
The Research Associate is responsible for using quantitative and qualitative data collection and analysis techniques to complete research projects on the behalf of the Center’s clients. The Research Associate implements research designs, designs data collection instruments, collects original data and secondary data, analyzes data, and writes reports. For assigned projects, the Research Associate coordinates the work of faculty researchers, other staff, and graduate assistants to execute research plans and complete projects on time. This position is responsible for leading the development of final reports and drafting progress reports and other deliverables for the director’s review. Additionally, the Research Associate plays a major role in maintaining client relations serving as the primary point of contact for clients for assigned projects.
The Research Associate also assists in the identification of new research opportunities, development of new client relationships, and development of grant proposals.
Required Education and Experience:
A master’s degree in public administration, public policy, social science, or related discipline is required along with five years of related experience.
A doctoral degree in a related field may substitute for two years of required experience. Requires advanced proficiency in qualitative or quantitative research methods, Excel, Word, PowerPoint and SPSS or similar statistical software.
The following experience is also required:
• Proficiency in program evaluation and policy analysis.
• Experience designing and executing research plans using strong quantitative and or qualitative methods by performing a full range of research and research management tasks of multiple projects.
• Knowledge of statistics or research methods, and proficiency in statistical interpretation and data analysis using statistical software (e.g., SPSS); experience designing and managing surveys using web platforms such as Qualtrics, experience with qualitative analysis software such as NVivo.
• Proficiency with word processing, spreadsheet and database management software applications (e.g., Microsoft Excel, Access).
• Strong analytical and problem-solving skills.
• Excellent report writing skills including the ability to synthesize complex research processes and findings into actionable information suitable for executive and lay audiences combined with the ability to rigorously document research process and findings.
• Excellent organizational and project management skills.
• Excellent attention to detail.
• Excellent interpersonal skills with the ability to manage client and peer relationships.
• Ability to work collaboratively on a team.
• Ability to coordinate the work of research teams without a formal supervisory role.
• Ability to maintain confidentiality of subjects and information obtained.
Preferred Education and Experience:
Doctoral degree in public policy or public administration, behavioral or social science, evaluation, quantitative methods or related field.
Experience in public policy analysis, program evaluation, public sector management consulting, or opinion research.
