This position serves as deputy program manager for the Regional and Statewide Closed Circuit Television (CCTV) Video Sharing system within the Maryland Coordination and Analysis Center (MCAC). The position is responsible for periodically convening and facilitating a working group of state, local, county, federal law enforcement and public safety organizations and other public and private 1st responders who are able and willing to share their CCTV video feeds through the video sharing system. The position is responsible for building consensus among these organizations and managing the unified agreement that is in place for sharing CCTV. The position develops the technical requirements, as well as building and maintaining an environment at designated regional and statewide data centers for the MCAC for an expanded CCTV network that includes all types of video feeds from law enforcement sensitive to publicly available. The position is responsible for administrating, managing, and continuing to develop/enhance upon an operational CCTV Video Sharing system for those current and future state, local, counties, federal, and regional law enforcement and public safety organizations that share or wish to share their video. This would include supporting and building upon the current user and video base, supporting and managing major regional and statewide notice and no-notice events. The position is responsible for managing any grant and other funding for the support, maintenance, sustainment, and growth of the Regional and Statewide Video Sharing system, and interacting with law enforcement agencies and other public and private entities to continually include new video feeds into the Regional and Statewide network as they become available. Position is contingent upon funding.

Key Responsibilities:
- CCTV video sharing program development, implementation, and sustainability. Provide direction by developing, implementing, and maintaining policies, procedures, and standards as they relate to each area of responsibility for the Regional and Statewide CCTV Video Sharing program. Provide outreach and support in the region and state in growing the video sharing program for new and existing organizations. Manage the engineering and implementation of infrastructures, assets, and services.
- Build and manage notice and no-notice global event groups in the video sharing system where there are video assets that can assist public safety personnel in situational awareness. These events can be identified or requested by this position, by MCAC, or by any of the video sharing system’s partner organizations.
- Prepare for and manage current grants and other funding sources and identify and apply for new relevant funding sources for the support, maintenance, sustainment, and growth of the Regional and Statewide Video Sharing Program.
- Work with the Senior Program Manager in identifying team resource needs, reviewing, vetting and verifying candidates, and onboarding and training team members.
- Oversee the actions of contractors and customers associated with each area of responsibility and the effective management and oversight of assigned resources.
- Work with the Senior Program Manager in establishing overall program goals, standards, and controls to meet program objectives and helping to oversee their achievement; in developing, implementing, and managing short and long-range plans for program operations and resources; and, in prescribing and overseeing development and training of program staff. And, be able to serve, as needed, as the subject matter expert advisor and authoritative spokesperson for the MCAC, MSP, and Governor’s Office of Homeland Security in official matters related to the CCTV Video Sharing Program.
- Provides for local and on-site administrative and user training for organizations that use the video sharing system. Represents the agency before federal, state, and local officials, legislative committees and senior managers and executives of other agencies concerning the program activities. Collaborates on Special Projects and performs duties as required and/or requested by the Command Staff.
Required Qualifications
Education: Bachelor’s degree required
Experience: 5 years related professional experience and project management experience required. Managerial experience desired; A high-level knowledge of networks and CCTV technology desired with training and time to learn provided; Experience in conducting group training sessions desired including development of training materials.
Required Knowledge, Skills and Abilities:
o Excellent customer service skills;
o Comfortable speaking in front of groups including executives and stakeholders;
o Self-starter, proactive work ethic;
o Working knowledge of MS Office suite at a minimum, i.e. Word, Excel, PowerPoint;
o Knowledge of Microsoft Project and Microsoft Visio is desired but not required;
o Ability to work extended hours as necessary;
o Experience in Grant procurement and management is desirable;
o Experience as a Product Owner is desirable;
o Possess managerial skills related to contractor oversight and directions;
o Program and Project Management experience to include but not limited to:
o Experience in directing and overseeing multiple projects working with a team of business analysts, network architects, and engineers;
o Capable in overseeing projects focused on creating and implementing solutions to share CCTV for public safety personnel;
o Capable in directing and overseeing the maintenance and support of those existing CCTV related feeds and systems in an Operational environment including the interaction and direction of contractor provided Service Desk personnel and technicians;
o General understanding, with some implementation experience, related to software development methodologies such as agile, lean, and scrum.
