Research analysts participate in: planning and directing research, collecting information, processing and collating information, analyzing, and producing and disseminating information to achieve the mission of the Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA). This position will support HIDTA’s treatment initiatives as well as the prevention component of HIDTA, A Division for Advancing Prevention & Treatment (ADAPT), in the critical translation, implementation, data analysis, and evaluation needed to help support substance use prevention programs in High Intensity Drug Trafficking Areas (HIDTAs) across the nation. Furthermore, the research analyst will prepare reports about and monitor the implementation of other grants, such as, but not limited to the Combating Opioid Overdoses at Community-level Initiative (COOCLI). This position is contingent upon funding.

Key Responsibilities:
Intelligence Analysis: Interpret data, analyze results using statistical techniques and provide ongoing reports. Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. Acquire data from primary or secondary data sources and maintain databases/data systems. Identify, analyze, and interpret trends or patterns in complex data sets. Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems. Work with management to prioritize business and information needs. Locate and define new process improvement opportunities. Assist in identifying new end users and defining their intelligence needs. Utilize social science statistical software. Develop syntheses of literature on treatment and prevention evidence-based practices. Collect, monitor, clean, and analyze prevention and treatment data from PMP. Prepare quarterly and annual PMP treatment and prevention reports for performance evaluations. Prepare needs assessment portions of grant proposals. Develop research designs and methodologies to answer specific treatment and prevention research questions. The research analyst will support ADAPT’s mission by providing technical assistance in the following 5 domains: 1) identification of a new evidence-based practice for substance use prevention that meets the unique needs of that HIDTA community, 2) training, 3) implementation consultation, 4) evaluation, and 5) fiscal/budgeting consultation.
Reports and Presentations: Prepare digital charts, graphs, tables, maps and other visual aids for briefings and webinars. Develop and prepare comprehensive reports for use by law enforcement, treatment and prevention personnel used for planning the deployment of resources.
Liaison: Establish and maintain liaison with other HIDTAs, HIDTA initiatives, regional treatment and prevention services personnel. Attend intra/inter-agency meetings, conferences to gather and share information. Attend continuing education/training opportunities. Other duties as assigned.
Training: Provide training to assist in the transfer of analytical skills to new HIDTA analysts, initiative personnel and area treatment and prevention personnel.
Required and Preferred Qualifications
Education: Bachelor's degree in criminal justice, organizational psychology, nursing, mathematics, economics, or statistics is required. Master's degree preferred.
Experience: Two years of related experience is required. Experience conducting social sciences research, developing databases, collecting and storing large volumes of sensitive data, preparing written and delivering oral analytical reports, and conducting webinars is preferred.
Required Knowledge, Skills and Abilities:
Ability to use a computer to perform data research. Statistical software and creating charts and graphs is done via a computer. Ability to communicate analytical results to stakeholders and managers. Ability to communicate effectively with co-workers, managers, and stakeholders. Skilled in using advanced organizational skills to multi-task effectively and meet deadlines. Knowledge of advanced analytical skills needed to deal with mathematical models, statistics and gathering data to reach conclusions.
Experience maintaining quality control standards to preserve the integrity of data and findings, scheduling and conducting interviews, analyzing data using various statistical methods, writing reports to summarize data and the implications of the results, researching information, proficiency and demonstrated skills in Microsoft Word, Microsoft Excel, Microsoft Access, and proficiency with Social Sciences analytic software.
