The Geospatial Information Systems (GIS)/Data Analyst is a full-time position located at the Maryland Coordination and Analysis Center and works in a team to provide support to over 100 public safety and intelligence personnel. The position will create, maintain, analyze and distribute spatial and non-spatial data to assist management efforts, support employees, and lead the efficient use of geospatial and data resources to aid in decision-making. The position will analyze spatial and non-spatial data to assist other units in the development and maintenance of geographic and other databases. These databases will be used in conjunction with other GIS and other data to provide decision-makers with timely, accurate and dependable information. The position will be required to provide Web development using HTML, CSS, JavaScript or similar applications. Use GIS technology to create a digital presentation of spatial and geographical information to build a database of information and create digital maps. Create, monitor, and administer geospatial datasets and databases of infrastructure data. Prepare maps for publications both digitally and for print. Support exercise and tactical events.
**Due to the nature of this work, you must possess the ability to pass a Law Enforcement Criminal Background Check including a drug screening test and obtain a government issued Secret Level Security Clearance.
**The position may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.

Key Responsibilities:
Data compilation and analysis
• Create, maintain, analyze and distribute spatial and non-spatial data to assist management efforts, support employees, and lead the efficient use of geospatial and data resources to aid in decision-making
• Create, maintain, and publish ArcGIS Server map/feature services for internal and stakeholder consumption.
• Create databases to be used in conjunction with GIS and other data to provide decision-makers with timely, accurate and dependable information.
• Developing mapping applications and tools.
• Repairs or coordinates users to repair improperly organized/displayed content.
• Assists with user account and site design/content needs.
• Produce reports on geographic data utilizing data visualizations.
Data management
• Managing a digital library of geographic maps in various file types.
• Develop and document workflows and standard operating procedures for recurring tasks
• Secure and open websites – Works with vendor to manage the design and structure of the GIS portal.
• External portals and sites – Works with Policy, Programs and Requirement Division to assist in the interoperability with non-MCAC owned portals and sites.
System support and subject matter expertise
Supports the Information Technology Operation Support (ITOS) in the following functions:
• Supports the management of day to day operations and technical health of GIS software, and desktop applications operating in the Fusion Center
• Responsible for coordinating with vendors, managing design, workflows, content display/functionality, overall maintenance, and updates of the system.
Provides input to and supports the Information Technology Program Director in the following functions:
• Continuity of operations planning as it relates to information communication technology services needed during onsite of offsite activities and crisis.
• Assistance with the design, implementation, and ongoing support of new software and features.
Participate in Continuing Education and participate and/or lead GIS training
• Facilitating and delivering training to MCAC general users, attendance of continuing education and training opportunities for advancing technology to remain current with all necessary systems and procedures.
Education:
Required - Baccalaureate degree in Computer Science, Geography/GIS, Management Information Services, or related field.
Preferred - Master’s degree or higher in Computer Science, Geography/GIS, Management Information Services, or related field.
Experience:
Required - Three years progressively responsible experience with geospatial products, demonstrating the ability to use, test, analyze document and provide training for geographic information systems software. Including development and management of enterprise geographic information systems.
Preferred - Five years progressively responsible experience with GIS (QGIS, Grass, GeoDa) or GES (Google Earth Pro, Google Maps Engine) products. Some GIS programming/scripting experience (Python) Knowledge of geospatial technologies such as GPS (Garmin/Trimble).
Required Knowledge, Skills and Abilities
• Demonstrated ability to manage geospatial projects from start to finish with extensive knowledge of spatial data formats and metadata issues. Working knowledge of web mapping applications such as Google Map Engine, ArcGIS Online, and ArcGIS Pro, Server and Portal. Expertise in principals of geography, spatial data and spatial analysis.
• Demonstrated ability to communicate effectively with excellent interpersonal skills and the ability to work effectively with a diverse workforce.
• Knowledge of research and data analysis methods and techniques.
• Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions.
• Experience working with Microsoft Office products (Outlook, Word, Excel, Access, PowerPoint).
• Considerable experience in the operation and application of GIS technology, including proficient use of GIS application software, data capture and creation, geoprocessing and geospatial analysis, data maintenance/quality control, and map design/production
• Proficiency with database programming languages such as SQL, R or Python and proficiency with front end design languages such as HTML, CSS, JavaScript and various mapping languages.
• Experience with data analysis and display applications such as MS PowerBI, Tableau or other similar application.
• Proven spatial analysis techniques.
• Ability to develop reports and data visualizations through maps, charts, dashboards, or other graphic methods
• Ability to rapidly reach efficient and effective operation of new technologies
• Strong interpersonal relationship skills to interact effectively with vendors, stakeholders, and team members at all organizational levels
• Analytical and problem-solving skills to handle any issues that occur during the project lifecycle
• Ability to plan and organize work
• Experience working with federal, state and local law enforcement databases.
• Knowledge in the collection, analyzing, and dissemination of criminal intelligence information.
• Ability to understand and follow directives, instructions, and standard operating procedures.
