The Baltimore Neighborhood Indicators Alliance (BNIA) provides reliable, community-based indicators for all neighborhoods in Baltimore and prepares the annual Vital Signs compendium of data in multiple formats for open access to the public. The Director of BNIA will be responsible for identifying, preparing proposals for and performing contracts and grant-funded research, analysis and technical assistance tasks pertaining to the socio-economic health of Baltimore City communities. BNIA is a fully self-supported unit at the University of Baltimore, so the Director is responsible for raising funds to support him/herself along with all staff through grants/contracts that support the mission of the BNIA project. The Director must have knowledge of securing and complying to any relevant data privacy and security laws and practices including the Family Educational Rights and Privacy Act (FERPA) which governs use of data by BNIA staff. The Director will be responsible for hiring and supervising all BNIA staff and setting the strategic course for the unit. Must be able to build relationships with public sector agencies who provide data and with communities who use the data. BNIA is the Baltimore partner of the Urban Institute’s National Neighborhood Indicators Partnership.
The BNIA Director provides vision and guidance for the research and engagement direction of the project and all staff activities by creating strategic plans that can be funded by various and diverse sources and serves as a liaison between the Jacob France Institute (JFI)/University of Baltimore (UBalt) and the larger Baltimore City community.
The BNIA project staff and the Vital Signs data compendium are embedded resources in Baltimore for advocacy and planning by multi-sector stakeholders including community members, non-profits, foundations, businesses and public sector officials. BNIA continues to be a core component of University of Baltimore’s community engagement efforts to generate significant positive interactions between the JFI/Merrick School of Business (MSB)/UBalt and key Baltimore City communities, agencies and nonprofits.

Key Responsibilities Include:
Managing research and evaluation, analyses and studies to track the socio-economic health of Baltimore City neighborhoods. Must be able to plan for and track security for data available to BNIA staff.
Writing proposals to raise funds to support him/herself along with all staff through grants/contracts that support the mission of the BNIA project.
Build relationships with public sector agencies who provide data and with communities who use the data.
Required Education & Experience
Master’s degree in Urban Planning, Sociology, Political Science, Public Policy, Public Health or similar field. Seven (7) years’ experience with conducting research and research management tasks.
Additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
Preferred Education
PhD in the field of Public Policy, Urban Planning, Sociology or demonstrated knowledge of a discipline that is generally associated with community-based studies.
Required Knowledge, Skills, & Abilities
Understanding research agenda using community-based data. Must have a commitment to improving quality of life in Baltimore’s neighborhoods to be successful. Experience with ArcGIS or other mapping programs (open source such as QGIS). Knowledge of at least one programming language is required. Experience working with large datasets for quantitative analysis, statistical packages (SAS, SPSS, Stata, R), or additional computer programming languages (Javascript, Python) is a plus. Must have a strong interest in learning and working with new technologies. Experience in communications or summarizing policy research results for a policy audience is also a plus. Requires an organized, highly motivated, creative, and self-confident individual who can effectively write and manage grants and contracts.
