The Data Analyst will provide on-site technical assistance for Child Welfare, Making All The Children Healthy (MATCH) and the L.J. v. Massinga (L.J.) Independent Verification Agent (IVA) at the Baltimore City Department of Social Services. She/he will be responsible for providing major support for the production of reliable, valid and accurate data for the L.J. semi-annual reports, automation of existing reports and analyses, and the design and implementation of new analyses. The Data Analyst will work directly with the Assistant Director Office of Innovation of Baltimore Department of Social Services and the IVA.

* Every 6 months prepare a data report for the 126 L.J. measures that can be used by the Director and Deputy Director to generate the LJ Semi-Annual Report. The deadline for submission by the Data Analyst is January 31st and July 31st. Continually provide ongoing review of data sources required to report on those measures (e.g., data provided by the Department of Human Services (DHS) and its contractors, data generated within BCDSS, MATCH data) and analyze those data sources and reports generated to ensure that the data generated for the L.J. reports is reliable, valid and accurate. Generate reports for BCDSS management and the IVA on a weekly, monthly, and quarterly basis to clearly document and communicate Child Welfare performance data related to the LJ measures; to bring to BCDSS and IVA attention problems with data or data report reliability, validity or accuracy; and to analyze, present, and deliver data to identify trends and challenges.
* The Data Analyst will collaborate with the Senior Program Analyst at JFI , BCDSS, IVA, DHS and MD THINK staff to automate existing performance management data products and those for use with the new CJAMS database using either R programming or Qlik sense. This includes documenting and developing new business rules as necessary for the LJ measure instructions and measure reporting, writing scripts in R and/or Qlik sense to clean, analyze, present, and deliver data and establishing corresponding data management practices. Training in R and Qlik sense will be provided, but an interest in and facility with large data sets (>5,000 records) is required.
* Work with supervisor, IVA, other BCDSS and DHS analysts and BCDSS staff and management, as appropriate, to reconcile data produced for the L.J. reports with other data used to inform child welfare practice and for other non-L.J. reporting requirements.
Required Education and Experience: Bachelor’s degree in Computer information, Statistics, Public Administration, Public Policy, Data Science, or other related field/discipline. Two (2) years of experience cleaning, analyzing, and visualizing data using Excel, Tableau, Microsoft Power, BI, Qlik, Alteryx or other business intelligence software.
Preferred Education and Experience: Master’s degree in Statistics, Public Administration, Public Policy, Public Health Data Science, or other related field/discipline. Three years of experience cleaning, analyzing, and visualizing data using Excel, Tableau, Microsoft Power, R, BI, Qlik, Alteryx or other business intelligence software.
Required Knowledge, Skills and Abilities: Advanced skill in Excel. Interest and willingness to learn new technology, including the R and/or Qlik programming language. Strong oral and written communication skills. Possess strong data analysis and problem solving skills. Highly accurate and detailed oriented. Possess growth mindset and willingness to learn.
