The Policy and Program Analyst supports fusion center leadership providing policy and program development, maintenance and guidance as it relates to homeland security, criminal justice, and fusion center operations. The successful candidate will be responsible for developing, maintaining and analyzing policies related to these areas, conducting research, and providing expert advice to the MCAC and other stakeholders regarding existing and emerging MCAC operations and programs.

Key Functions/Responsibilities/Tasks
Policy Guidance
• Provide advice and guidance to MCAC leadership and affiliated partners on a wide range of legal issues.
• Conduct research and analysis to support MCAC leadership and affiliates with opinions and guidance.
• Draft and review policy documents, including policies, directives, standard operating procedures, contracts, agreements, and legal memoranda.
• Develop and implement effective policy strategies that support our business objectives while maintaining compliance with applicable laws and regulations
• Develops and maintains strong relationships with staff, and partner agencies, including providing ongoing policy support and advice.
• Stay up-to-date on changes in laws and regulations that may impact MCAC policy matters.
• Collaborate with other agency colleges and other professionals to ensure MCAC receives adequate services.
• Collaborate with internal stakeholders to ensure that policies and procedures are effectively communicated and implemented
• Conduct in-depth research and analysis of legal and policy issues related to organization operations
• Draft and review legal documents, including MOU/MOA contracts and agreements
• Provide guidance and recommendations to the legal and executive teams on legal and policy matters
Policy Development
• Draft and review policy documents, including policies, directives, standard operating procedures, contracts, agreements, and legal memoranda.
• Develop and maintain relationships and liaisons with law enforcement, homeland security, government and private sector customers as related to policy, key legislation, and legal guidance in Maryland and the National Capital Region (NCR)
• Partner with other Federal, regional, state and local government agencies and entities for outreach, liaison and training programs regarding policy, legislation and legal issues.
• Develop briefing and outreach materials supporting the mutual sharing of best practices in policy, legislation and legal issues.
• Develop and analyze policies, legislation, and legal issues regarding information sharing, intelligence related to homeland security and public safety.
Outreach and Training
• Continuing Education, Training and Conferences: Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of program and policy issues with a focus on programs related to training and outreach tradecraft; and analytical systems and procedures to remain current with all necessary procedures and policies.
• Provide training and guidance to internal stakeholders on legal and policy matters as needed
• Represent MCAC regarding privacy and policy outreach and coordination with local, state and federal government officials and privacy advocate organizations.
• Participate in and/or lead conference sessions related to homeland security, public safety best practices, policies, legislation and legal issues.
Certifications and Audits
•Assist with development of strategy and plan and implementation of procedures to implement policies for MCAC including, but not limited to a variety of audits and other policy analysis processes to ensure adequate and relevant practices and procedures for MCAC operations.
•Works with MCAC leadership in developing professionalization and certification of policy and privacy personnel with national and state standards.
Required Education and Experience
Education: Bachelor's degree in public policy, criminal justice, political science, or a related field.
Experience: Four years of experience in policy analysis or related field, with experience in analysis, investigations or law enforcement.
Required Knowledge, Skills and Abilities
• Knowledge and experience with homeland security, criminal justice, and fusion center operations.
• Possesses skills that include ability to analyze complex policy issues and develop practical solutions.
• Has strong analytical and problem-solving skills; and possesses both strong written and verbal communication skills with the ability to communicate complex policy ideas clearly and concisely.
• Ability to work collaboratively with other analysts and stakeholders.
• Ability to work independently and as part of a team.
• Strong organizational and project management skills.
• Strong attention to detail and the ability to work in a fast-paced environment.
• Experience working with government agencies and other stakeholders.
• Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint).
• Ability to communicate effectively orally and in writing to a wide range and number of audiences.
• Experience working with federal, state and local law enforcement systems and databases.
• Ability to work extended hours as necessary.
• Ability to prepare lesson plans, outreach materials, and other illustrative devices related to policy and operations.
• Ability to understand and follow directives, instructions, and standard operating procedures.

**Employee may be required to work outside of normal duty hours including weekends and holidays or on call during outages, upgrades, significant or special events and during crises or high-level investigations related to terrorism and criminal activities.
**Employee works in an office environment and must be able to stand, bend, and squat; able to lift and move up to 50 lbs. as it pertains to files, supplies, personal office equipment, computers, etc.
