University of Baltimore Foundation Names Six New Board Members

The University of Baltimore Foundation has announced the appointment of six new board members, each for a renewable three-year term. The new members, all of whom are alumni of UBalt, will participate in fundraising and other activities designed to provide financial support to the University. The foundation is a designated 501c3, first established in 1969. In addition to assisting in the financial well-being of the institution, the board also provides leadership, oversight and guidance to The University of Baltimore administration in advancing the mission of the institution.

 

The new board members are:

 

Regina T. Boyce, M.P.A.'14. Regina Boyce was elected in 2018 as one of three delegates in Maryland's 43rd District. After being sworn into office in January 2019, Boyce was assigned to the House Environment and Transportation Committee, serving on both the Environment and Motor Vehicle and Transportation Subcommittees, initially beginning with service on the Natural Resources, Agriculture, and Open Spaces Subcommittee. Boyce is a member of the Legislative Black Caucus of Maryland, The Women's Caucus, The Transit Caucus, and is an associate member of the Latino Caucus. Boyce has served on many taskforces and commissions in her years in government at both the local and state level. Currently, Boyce is the vice chair of the Environment and Transportation Committee, and Chair of the Natural Resources, Agriculture, and Open Spaces Subcommittee. In 1998, she received a Bachelor of Science in Kinesiology and Psychology degree from Towson University. She earned a Master's degree in Public Administration from UBalt in 2014.

 

Blair T. Lee, B.A. ’17, M.P.A. ’21. Blair Lee is an award-winning higher education creative strategist, administrator, and professor. He leads marketing and public affairs at Colorado State University (CSU), Colorado's only land-grant institution, bringing more than a decade of experience across higher education and the education technology space. Recently named a 2025 Denver Business Journal "40 Under 40" honoree, Lee is dedicated to democratizing post-secondary education and creating greater avenues of access within the learning ecosystem. A two-time alumnus of The University of Baltimore, where he earned both his bachelor's and master's degrees, Lee is currently completing his Ph.D. in the Department of Journalism and Media Communication at CSU. He writes frequently on institutional access, student success initiatives, and funding disparities in higher education.

 

Tyler M. Salley, M.S. '19. Tyler Salley helps organizations build more effective, equitable workplaces through evidence-based consulting and research. As an organizational psychologist and management consultant, he specializes in team effectiveness, workplace equity, and navigating political differences in professional settings. Currently pursuing a Ph.D. in psychology at University College London, Salley's research examines how political differences can impact team dynamics and organizational performance—critical insights for today's polarized workplace environment. Salley holds a Master's in Applied Behavioral Sciences from The University of Baltimore and a Bachelor's in Psychology with Human Resource Management focus from Illinois State University. Salley brings Silicon Valley, private-, and public-sector experience to his practice. At Meta (Facebook), he served as program manager for team effectiveness and future of work initiatives, developing strategies for distributed teams for Meta's 80,000+ employees. His professional portfolio includes previous work with the Maryland Department of Transportation, Maryland Department of Juvenile Justice, the Baltimore City Office of Equity and Civil Rights, Under Armour, and Constellation Energy.

 

Marie Van Deusen, J.D. '89. Marie Van Deusen retired from her role as senior vice president for Morgan Stanley Smith Barney in April 2021 after nearly 30 years with the company. She received a B.S. from Cornell University; an M.A. in Biology from SUNY Binghamton; an M.A.S. from Johns Hopkins University, and a J.D. from The University of Baltimore School of Law. Van Deusen previously served on the UBF board from 1996 until 2022, acting as chair for the Fund for Excellence Grants Committee and serving on the Investment Committee.

 

Edward D. Warren, B.S. '85. Ed Warren is a professional services sales and marketing professional. He served as a senior channel marketing manager at Sage, working with the company's Value Added Resellers. He also served as partner development manager for Sage Intacct's Accountants Program, which provides CPA and outsourced accounting firms with cloud-based software and services. Prior to joining Sage Intacct, Warren was business development director at Dinamis, a firm providing customized outsourced accounting and administrative services, and served in marketing and business development leadership roles in two public accounting firms, PBMares and SEK & Co. Warren also was director and vice president of sales for Telmar Network Technology, a wireless telecommunications infrastructure provider. He is a member of the National Association of Black Accountants and Leadership Greater Washington. Warren served on the board of the Capitol Hill Community Foundation from 2022-25, and as board treasurer and chair of the Finance Committee for the Association for Accounting Marketing (AAM) from 2021-23. He currently serves as a member of the AAM Finance Committee.

 

Andrés F. Zapata, M.A. '00, D.Sc., '23. Andrés Zapata is the executive vice president of strategy and a co-founder at idfive, LLC, a Baltimore-based full-service digital marketing and advertising agency. Zapata has actively led interactive projects for institutions including Johns Hopkins University, Cornell University, the University of Maryland, College Park, and Colgate University. In addition to leading idfive, he teaches user experience and interaction design for the Maryland Institute College of Art's MFA in Graphic Design program, and for UBalt's M.S. in Interaction Design and Information Architecture program. Zapata was a recipient of the American Marketing Association's 4 Under 40 Emerging Leaders Award. After graduating from Goucher College in 1998, he earned an M.A. in Communications Design from UBalt in 2000, an MBA from Johns Hopkins University in 2005, and a Doctorate in Science from UBalt in 2023. Prior to establishing idfive, Zapata launched a Baltimore-based business consultancy, Smartank Group, LLC, in 2002.
