Giovanni joined the faculty in 2023 as Assistant Director of the Low-Income Taxpayer Clinic (LITC). He brings a wide breadth of knowledge and experience in tax practice and procedure to the law school, teaching students in the Tax Clinic Seminar class and supervising student attorneys who represent low-income taxpayers. In addition, Giovanni actively participates in community education and outreach programs aligned with the LITC mission.
Before joining the faculty, Giovanni served as a Deputy Assistant Attorney General in the Tax Division at the U.S. Department of Justice; a Partner at a Mid-Atlantic regional law firm; and an Attorney-Advisor with the U.S. Tax Court. Giovanni is a former editor of the University of Baltimore Law Review and a former member of the University of Baltimore School of Law National Civil Rights Moot Court Team. He also co-founded the Business and Tax Law Association at the University of Baltimore and worked with the Federal Bureau of Investigation and the Navy Judge Advocate General’s Corps while in law school.
Giovanni regularly devotes time to community service. He has served as an instructor for the IRS Volunteer Income Tax Assistance (VITA) program and as a tax return reviewer for both the Baltimore CASH Campaign Low-Income Taxpayer Assistance program and IRS Income Tax Assistance & Tax Counseling for the Elderly program. He has also volunteered as an attorney for the Wills for Heroes estate planning program, which supports military personnel and first responders.
