Dr. Ting Zhang is Professor of Economics and Entrepreneurship and the Harry Y. Wright Chair at the Merrick School of Business, University of Baltimore. She also serves as Associate Director of the Jacob France Institute. Her work focuses on human capital, entrepreneurship, workforce development, and the ways demographic change, technological transformation, and public policy shape labor markets.
Her research examines how aging populations, digitalization, and artificial intelligence influence work, skills, and economic opportunity, with particular attention to workforce transitions and vulnerable populations. She combines rigorous empirical approaches—including administrative data, machine learning, and spatial analysis—with a strong emphasis on policy relevance and real-world application.
Dr. Zhang has developed an extensive body of scholarship that bridges economics, entrepreneurship, and regional science. She has authored and co-authored multiple books with leading international publishers, including Elderly Entrepreneurship in an Aging U.S. Economy (World Scientific, 2008) and Entrepreneurship and Economic Growth in China (World Scientific, 2013). Her work on elderly entrepreneurship has been reviewed in The Gerontologist and is widely used in research on aging and entrepreneurship. Her co-edited volume on China was recognized in 2016 by ?????? as one of the notable English-language books on China’s economy. Her recent and forthcoming books include Paid Family and Medical Leave Insurance in the United States (World Scientific, 2026) and the De Gruyter Handbook of Chinese Entrepreneurship (De Gruyter, 2026).
Her research has been published in journals across economics, entrepreneurship, and regional science, including Small Business Economics, Entrepreneurship & Regional Development, Population, Space and Place, Production and Operations Management, Transportation Research Part A: Policy and Practice, Annals of Regional Science, Journal of Small Business Management, Applied Economics, and Journal of Urban Affairs. Her recent work addresses topics such as telework and entrepreneurship, compact urban development and the “15-minute city,” social capital and migrant health, workforce transitions, and the application of machine learning to urban and labor market analysis. This body of work reflects both methodological breadth and sustained engagement with emerging economic and societal challenges.
Her research has been supported by more than $10 million in external funding from federal agencies, including the U.S. Departments of Labor, Agriculture, and Education, as well as state governments and major foundations such as the Gates Foundation and the Kauffman Foundation. She has extensive experience working with administrative data and has led and contributed to policy-oriented research and technical reports for organizations such as the Upjohn Institute and the U.S. Department of Labor, contributing to workforce program evaluation and evidence-based policy design.
Her work has been recognized through several major honors, including the USM Board of Regents Faculty Award for Scholarship & Research (2023), the highest faculty honor in the University System of Maryland, and the University President’s Faculty Award (2024). She has also received the Black & Decker Research Award (2025) and multiple T. Rowe Price Excellence in Teaching Awards (2017, 2018, 2019, 2023, 2025), reflecting sustained contributions to both research and teaching.
Dr. Zhang has been actively involved in leadership and service within the academic community. She has served as Chair of the North American Regional Science Council (2024), following her role as Councilor-at-Large (2022–2024), and as President of the Northeastern Regional Science Association (2024–2025). She has also been selected as an Entrepreneurship Faculty Fellow by the Association for Public Policy Analysis and Management and has chaired the Junior Faculty Consortium for the Labor and Employment Relations Association.
Her contributions extend to public service and policy engagement. She has served as a member of the Maryland Governor’s Equal Pay Commission and has provided research insights and testimony to the U.S. Congress Joint Economic Committee, the House Committee on Small Business, and other federal and state agencies. Her work connects academic research with policy discussions on labor markets, equity, and economic development.
As an educator and mentor, she teaches courses in economics, analytics, policy and AI ethics, integrating research and experiential learning. She has mentored numerous students and involved them in funded research projects, supporting their academic and professional development.
She contributes to the scholarly community through editorial roles, including serving on the editorial boards of Small Business Economics and Letters in Spatial and Resource Sciences, as Associate Editor of the Journal of Urban Management, and as guest editor for special issues of Entrepreneurship & Regional Development and Review of Regional Research.
Her research has been featured in media outlets such as Forbes, Time, Bloomberg Businessweek, MarketWatch, and The Baltimore Sun. She has delivered keynote and invited lectures at conferences and universities in the United States and internationally, including Harvard University, the University of Cambridge, Tsinghua University, Johns Hopkins University, and the University of Lisbon.
