The Security and Facilities System Analyst provides administrative and operational support for multiple systems and technologies utilized by units within the Division of Administration and Finance (A&F), specifically Facilities Management, Auxiliary Enterprises, the Office of Shared Services (OSS), and the Office of Technology Services (OTS). This work supports the strategic plan of the University by enabling an exceptional student experience and a welcoming environment while maintaining security and the long-term financial stability of the University through effective and efficient use of technology. The analyst will primarily be responsible for managing and supporting the IT Services Management platform that is used to govern facilities maintenance management, building access requests and issues, and camera system requests and issues. This position serves as a liaison between the units and external contractors for ticket and project work, fostering and maintaining relationships to continuously improve upon our security footprint. The analyst develops and implements procedures and policies in support of maintaining standards across these technology platforms.

Key Functions/Responsibilities/Tasks:
Application Administration and Support: Administers and supports software systems for A&F to provide effective, reliable, and sustainable operations.
• Manages and supports systems including but not limited to building access control, video surveillance, computerized maintenance management, space and event management, campus card, work order, key management, and ticketing software.
• Performs routine application administration tasks on these systems following University of Baltimore standards and procedures for functionality.
• Participates in day-to-day operations and support of systems including user account maintenance, security, and the creation and maintenance of fields, views, reports, dashboards, campaigns, workflows and other objects and functions.
• Manages or participates in change management as appropriate.
• Tracks and maintains documentation of known issues, user needs, and feature requests, and analyzes them to determine how best to advocate for them.
• Works with OTS and/or vendors to enhance technology solutions to address common issues.
• Performs regularly recurring data analysis and reporting on key performance indicators in these technology platforms to monitor and control usage and activity.
• Identifies and develops cyclical and ad-hoc reporting needs of business owners in supports of effective system and campus management.
• Monitors online forums and email lists for changes and advancements in the systems, and advocates with system and business owners for their implementation and adoption.
• Coordinates the upgrades of systems with vendors and OTS.
• Develops and maintains test plans and schedules for all existing and new supported software systems.
Facilities and Security Strategy and Analysis: Provides overall strategic thinking, analysis and recommendations for facilities and security systems-related projects, upgrades, and process improvements in supports of a well-managed, maintained, and effective technology environment.
• Solicits and compiles business requirements. Validates requirements documents with business partners and application developers (if applicable).
• Designs, develops, and implements specific initiatives to improve security and features within the systems.
• Works with procurement and outside vendors to manage the installations, maintenance, and repairs to campus security hardware and software.
• Develops technical designs of solutions to meet business requirements.
• Solicits input and support from teams and stakeholders to facilitate prioritization of needs to drive process improvement.
• Assists with scoping and planning of various system-related projects and initiatives.
• Partners with Facilities Management, OSS and/or outside vendors to develop and maintain multi-year budget projections for the replacement and renewal of technology infrastructure that supports access control, video surveillance, climate control management, campus card and parking services.
• Partners with Facilities Management, OSS and/or outside vendors to develop and maintain multi-year plans for the replacement and renewal of peripheral hardware such as video cameras. Provides updated budget estimates yearly.
Project and Change Management: Provides project and change management oversight for small University projects and business process improvement efforts, delivering on-time, on-budget outcomes that meet defined objectives, requirements, and customer expectations.
• Solicits input and support from teams and stakeholders to facilitate prioritization of needs and drive those priorities.
• Assists with scoping and planning of various projects and initiatives.
• Manages small, limited complexity University projects including adjustments to physical campus facilities related to public safety and security.
• Defines, scopes and manages business process improvements efforts directly with business units.
System and Process Documentation and Training: Develops and maintains system documentation, process documentation, and a training program for relevant staff in support of a usable and sustainable technology environment.
• Develops and maintains technical documentation and assists business units with end-user documentation for all processes.
• Develops and offers training program to onboard staff.
• Develops and maintains inventories of physical security hardware such as card readers, cameras, and panic buttons.
• Provides periodic training to backup staff members.
• Develops and maintains policies, standards and procedures related to the systems and processes administered, in support of consistent effective campus operations.
• Following University policies and standards, works with the data stewards and custodians of business units that utilize supported systems, and oversees the maintenance of a dictionary for the data they define and collect.
Hardware and Operations Support: Provides tier 2 support and troubleshooting for hardware, partnering with facilities management staff to provide a positive campus experience.
• Performs advanced troubleshooting of hardware issues.
• Serves as the liaison between business units and vendors for hardware or software installation, maintenance, and troubleshooting.
• Attends daily facilities management support coordination meetings.
Education: Bachelor’s degree in Information Systems, Accounting, Finance, Economics, Business Administration or related field. Master’s degree in Information Systems, Accounting, Finance, Economics, Business Administration and/or related coursework preferred.
Experience: Three years of working in Information Systems or as an analyst. Seven years of working in Information Systems or as an analyst preferred.
Required Knowledge, Skills and Abilities:
Knowledge of Microsoft Office 365 suite and applications.
Knowledge of enterprise information systems and enterprise video management application, enterprise access control system.
Strong analytical, critical thinking and decision-making skills.
