Title IX Coordinator and Director of Diversity, Equity, and Inclusion (DEI) leads Title IX and DEI initiatives at UBalt, advising on regulation, policy development, and outreach. The incumbent will ensure compliance with federal regulations and USM policy, gathering data and submitting required reporting. This role serves as the primary point of contact for Title IX cases, performing intake, investigations, and outreach to educate the campus on Title IX issues. The incumbent is also the primary leader of DEI strategy at UBalt.
This is a hybrid remote/in person position.

Key Functions/Responsibilities/Tasks:
Title IX Leadership
- Responsible for ensuring UBalt’s Title IX policies and procedures are compliant with federal and state regulations. Coordinates related and overlapping policies, such as Title VII and VAWA, to avoid confusion or contradictory policies and procedures.
- Designate Title IX roles to University employees to meet the requirements of the policy, including Deputy Coordinators, investigators, appeals officer, hearing officer / decision maker. Ensure all designated employees complete required annual training.
- Perform intake of complaints, complete assessment of whether case meets the Title IX standard, issue mandatory dismissal or assign cases to investigators as appropriate. Maintain institutional log of all complaints. Investigates complaints as needed.
- Participate in USM Title IX meetings, complete required Title IX reporting. This includes the sexual assault survey that is sent to all students every other year and reported to MHEC.
- Coordinate and submit required external reporting.
Title IX Outreach and Education
- Manages the Title IX Training vendor and works with OTS to set up the vendor and is the primary point of contact for students for problems with registration holds lifting after completing the training.
- Works with Enrollment Management and advisors to ensure procedures are clear for registration holds and to help advisors inform students of the procedures.
- Organizes activities for Sexual Assault Awareness month in April.
- Maintains and updates a Title IX webpage.
DEI Strategy
- Serves as single strategic leader for campus-wide Diversity initiatives.
- Responsible for updating and implementing the UBalt Diversity plan, leading efforts to meet each goal, crafting annual diversity report to USM. Goals of current plan are:
1. Intentionally foster and sustain a welcoming campus environment based on the principles of equity and inclusion to create an environment that is respectful of differences and promotes the safety and security of all people.
2. Recruit, employ, and retain a diverse faculty.
3. Recruit and retain a diverse workforce and ensure that UBalt’s staff profile reflects the diversity of Maryland’s demographics.
4. Prepare UBalt students to lead and manage in a diverse and changing society by incorporating diversity and inclusion in significant ways in teaching, learning, and research.
5. Build upon existing partnerships and create new partnerships that enhance the University’s commitment to diversity.
- Responsible for policy creation and revision to meet federal, state, and USM requirements related to diversity, equity and inclusion.
Leading DEI Programs
- Responsible for leading campus efforts to manage all aspects of the Fair Practices/AA programs, including Title VII (of the Civil Rights Act of 1964).
- Works closely with the Office of Human Resources, Student Success and Support Services, the Campus Diversity and Culture Committee, and others to coordinate campus-wide diversity activities.
DEI Reporting
- Coordinate and submit required external reporting.
Required Education:
Master’s degree in a related field
Preferred Education:
Juris Doctor from an ABA accredited law school
Required Experience:
Seven years of related experience in Title IX and diversity initiatives
Required Knowledge, Skills and Abilities:
• Proven ability to successfully work collaboratively with many departments and partners in negotiation and resolution.
• Demonstrated ability to establish effective, collaborative relationships internal and external to UBalt.
• Excellent communication, written and oral, presentation and interpersonal skills.
• Knowledge of public policy issues affecting UBalt and higher education in general.
• Ability to work under pressure, meet deadlines and function independently.
• Knowledge of Maryland and federal laws, regulation, reporting requirements, and political processes.
• Demonstrated knowledge of state laws, regulations, guidance regarding Title IX, VAWA and other related laws.
• Knowledge of and experience with issues related to gender-based violence.
• Ability to craft and coordinate higher education policies.
• Knowledge of Maryland statewide and newsworthy issues.
