The University of Baltimore Council on Research, Scholarship and Creative Activity (Research Council) is a committee of the University Faculty Senate. Its mission is to support and enhance UBalt's institutional capacity to undertake research, scholarly and creative activity. The committee does this by making recommendations, via the University Faculty Senate to UBalt administration on all matters pertaining to research, scholarly and creative activity to support the University’s mission. These recommendations are intended to foster a more productive research environment on campus.

The Council on Research, Scholarship, and Creative Activity is a standing committee of the University Faculty Senate (UFS) and is charged by that body with:
1. Promoting and developing the research, scholarly, and creative activities of faculty, students, and other researchers, including research centers and institutes;
2. Making recommendations to support the research process, quality, productivity, and collaboration within UBalt;
3. Reviewing and advocating for policies, resources, and venues that promote research, scholarship, and creative activity;
4. Reviewing and awarding internal campus-wide research, and scholarship-oriented grants and awards such as the Turner Research and Travel Award, and;
5. Providing a summary periodic report to UFS on UBalt’s research, scholarly, and creative highlights.
