For decades, in the name of safety, child protective services agencies have facilitated
child removals without ever entering a courtroom. These removals have been called
many names: kinship diversion, hidden foster care, or safety plans. In these scenarios,
CPS agents tell parents and caregivers that they must transfer custody of their children
to a family member or friend or their children will be placed into the foster system
with strangers.

CFCC’s Tackling Chronic Absenteeism Project (TCAP) operates in some of Baltimore’s
most underserved neighborhoods, where the reasons students miss school can include
a wide range of stressors—including violence, poverty, poor health, substance use,
grief, homelessness, and unemployment, to name a few. In addition to delivering spring
break food baskets to families each year, CFCC maintains an emergency fund to help
students meet ongoing challenges that pop up throughout the year. Your contributions
